The Energy Act Green Deal The Act creates a new financing framework to enable the provision of fixed improvements to the energy efficiency of households and non-domestic properties, funded by a charge on energy bills that avoids the need for consumers to pay upfront costs. 3. Energy Company Obligation(ECO) Designed to support Green Deal for households which are: Hard to treat (solid walls) Low income households Carbon and Affordable Warmth Targets o £1.3bn per year to March 2015 o 75% to Carbon Target (£975m p.a.) o 25% to Affordable Warmth Target (£325m p.a.)

Code of Practice and Publically Available Specification The Code of Practice issued may make provision for many aspects of the Green Deal including, the qualification and training of green deal participants; PAS 2030 – “Improving the energy efficiency of existing buildings”. Provides the specification for installation process, process management and service provision. implemented through certification bodies PAS 2030 end January 2012

ConstructionSkills – Green Deal Installers, covering insulation and building fabric. SummitSkills – Green Deal Installers, covering environmental technologies and building engineering services.

Solid Wall insulation Major Growth Area “Installing insulation to improve energy efficiency is now common practice across UK organisations from local authorities and housing associations to architects and community groups. But time and again they face a problem: 36% of the UK’s housing does not have cavity wall construction”. www.seda.uk.net Understanding risks and of internal/external solid wall insulation will part of PAS 2030. Australian Home Improvement Programme “Australia’s experience serves as a proxy for demonstrating the potential costs ensuing from a market that does not preclude market entry by market professionals without regard to independent validation of qualifications”. Energy Act 2011 paragraph 147 The Australian Home Insulation Programme had funded the installation of insulation in over 1 million. It was terminated in February 2010 amidst concerns regarding poor quality workmanship and materials, and four deaths Among other things The Hawke report: found: A strong and consistent regulatory framework is important to minimise risks and safety issues in relation to installation of insulation. Note: in April 2011 … a quarter of inspected households that received insulation under the scheme were found not to comply with Australian building code standards.

National Occupational Standards Insulation and Building Treatments Reviewed November to March 2011 Amended to reflect current practices Occupational areas covered: − cavity wall insulation − loft insulation − internal insulation − external wall insulation − cavity wall tie replacement − draught-proofing − insulating framed sections of buildings − wood preserving and damp-proofing.

16. Installer Skills Needs for Green Deal up-skilling the workforce in readiness for the Green Deal - enhancement of existing skills. Adaptation of current skillsets and ‘top up’ relevant skills via bite-size, bolt on training provision for technical skills. ‘softer’ skills needed, e.g. customer journey and customer service, sales and communications
