2 The Energy Act Green Deal The Act creates a new financing framework to enable the provision of fixed improvements to the energy efficiency of households and non-domestic properties, funded by a charge on energy bills that avoids the need for consumers to pay upfront costs. Energy Company Obligation The Energy Act 2011 made provisions for the development of a Green Deal and a new Energy Company Obligation (ECO) to replace the existing Carbon Emissions Reduction Target (CERT) and the Community Energy Saving Programme (CESP), which will both expire in 2012 DECC Consultation seeks views on the details of the Green Deal and ECO policies: deadline 18/01/12 http://www.decc.gov.uk/en/content/cms/consultations/green_deal/green_deal.aspx

3 Energy Company Obligation(ECO) Designed to support Green Deal for households which are: Hard to treat (solid walls) Low income households Carbon and Affordable Warmth Targets o £1.3bn per year to March 2015 o 75% to Carbon Target (£975m p.a.) o 25% to Affordable Warmth Target (£325m p.a.)

4 Code of Practice and Publically Available Specification The Code of Practice issued may make provision for many aspects of the Green Deal including, the qualification and training of green deal participants; PAS 2030 – “Improving the energy efficiency of existing buildings”. Provides the specification for installation process, process management and service provision. implemented through certification bodies PAS 2030 end January 2012

6 Who will feel the Green Deal impact? Companies wishing to gain ‘accredited’ status Need to able to prepare for pre-qualification All existing workforce who may not hold the recognised competencies. Need for up skilling or cross skilling All new entrants to the industry Need to consider Apprenticeship frameworks and funding All company personnel responsible for the installation of the interventions Need for Supervisory and Management qualification/development Others working outside Green Deal but wanting carry out this work, Need to be measured against Code of Practice

7 Green Deal Skills Alliance Three Sector Skills Councils (SSCs) working together to support the growth of skills capacity the Green Deal: Asset Skills – Green Deal Energy Advice. ConstructionSkills – Green Deal Installers, covering insulation and building fabric. SummitSkills – Green Deal Installers, covering environmental technologies and building engineering services.

9 Solid Wall insulation Major Growth Area “Installing insulation to improve energy efficiency is now common practice across UK organisations from local authorities and housing associations to architects and community groups. But time and again they face a problem: 36% of the UK’s housing does not have cavity wall construction”. www.seda.uk.net Understanding risks and of internal/external solid wall insulation will part of PAS 2030. Government recognise training is vital

10 Australian Home Improvement Programme “Australia’s experience serves as a proxy for demonstrating the potential costs ensuing from a market that does not preclude market entry by market professionals without regard to independent validation of qualifications”. Energy Act 2011 paragraph 147 The Australian Home Insulation Programme had funded the installation of insulation in over 1 million. It was terminated in February 2010 amidst concerns regarding poor quality workmanship and materials, and four deaths Among other things The Hawke report: found: A strong and consistent regulatory framework is important to minimise risks and safety issues in relation to installation of insulation. Note: in April 2011 … a quarter of inspected households that received insulation under the scheme were found not to comply with Australian building code standards.

12 National Occupational Standards Insulation and Building Treatments Reviewed November to March 2011 Amended to reflect current practices Occupational areas covered: − cavity wall insulation − loft insulation − internal insulation − external wall insulation − cavity wall tie replacement − draught-proofing − insulating framed sections of buildings − wood preserving and damp-proofing.

14 Training to Support Insulation and Building Treatments Proposed Adult Upskilling Programme in external wall insulation − With plastering or trowel trades experience − 5-10 day course − Commitment to achievement of the IBT SVQ − ConstructionSkills with INCA (piloting currently)

15 Apprenticeships / New Entrants Traditional apprenticeship pathways for Insulation and Building Treatment occupations now available: Draught-proofing, Loft, Cavity, External Wall insulation Possibility for future additional apprenticeship frameworks to include new bolt-on units

16 Installer Skills Needs for Green Deal up-skilling the workforce in readiness for the Green Deal - enhancement of existing skills. Adaptation of current skillsets and ‘top up’ relevant skills via bite-size, bolt on training provision for technical skills. ‘softer’ skills needed, e.g. customer journey and customer service, sales and communications
