3 What have we learned from Columbine? Virginia Tech? Aurora? Etc.

4 What We Know for Sure The offender knows the police are coming. The offender uses delay entry tactics to give himself more time to kill. The offender knows what he is going to do when confronted by force. Statistically, the most likely outcomes: 1.Suicide 2.Surrender 3.“Suicide by Cop.”

5 What Police Need to do to be Better Prepared Have breaching tools available at responder level. Crowbars and chain cutters must be kept in all police vehicles. Request interagency training to familiarize outside first responders with your campus. (FLC has done this for years!) Maintain rapport between campus police and faculty to encourage discussion. Train students and staff to have a plan ahead of time.

6 Lessons Learned by Law Enforcement Police don’t wait for SWAT teams any longer Patrol officers need much of the equipment and training that SWAT officers usually are equipped with Patrol officers need to be trained in “active gunman/shooter response” Quick response and necessary tools are essential to save lives Officers physical fitness is necessary to save lives

7 What is the Fort Lewis College Police Department doing in response to active gunman? TRAINING All FLC Police Officers have undergone a course in active gunman. One FLC officer has assisted instruction in this course due to his firearms background and SWAT training FLC Officers participate in an active gunman course at Escalante Middle School FLC Police Train Outside Cooper Hall with the Colorado State Patrol

8 One officer has been a member of the Durango SWAT Team since June 2001. FLC Officers undergo rifle training at night FLC Officer at Multi-Agency Training(May 2006) All officers have been provided rifles and undergone training by a certified instructor.

9 FLC Officer in active gunman training with La Plata County Sheriff’s Department in West Hall. FLC Officers undergo active gunman training with simulated munitions (SIMS) at Escalante Middle School. All new FLC Police Officers continue to undergo multi-jurisdictional active gunman training to this day. It is co-sponsored by the FLC Police Department, La Plata County Sheriff’s Department, and the Durango Police Department.

10 Active gunman training attended by FLC Officers is a multi- jurisdictional training All Fort Lewis College Police Officers have been trained in Crisis Intervention Team (CIT) training. FLC Police Officers undergo active gunman training with Durango PD, LaPlata S.O., Adams College Police, Colorado State Patrol, San Juan County Sheriff, etc., etc., etc.,

11 Equipment All FLC police vehicles are equipped with lock cutters due to lessons learned from Virginia Tech. All FLC Officers have been provided video cameras for patrol vehicles and cameras on their uniforms. Self Defense equipment was purchased to better train patrol officers. All officers are now certified in TASER use. Homeland Security funding provided FLC Officers with new radios capable of communications nearly anywhere in the State with multiple agencies

12 Response Tactics Any call of a shooting in progress will solicit a response from multiple agencies.
