s 9 (1) (a) to provide oversight of the child protection system. s 9 (1) (b) to promote and advocate the responsibility of families and communities to protect and care for children and young people and their safety and wellbeing, particularly children in need of protection or in the youth justice system. s 9 (1) (c) to develop and review workforce planning and development strategies for the child protection system by collaborating with relevant agencies, the private sector and education providers. s 9 (1) (d) to inform and educate the community about services available to strengthen and support families, the way in which the child protection system operates, and research relevant to the child protection system. s 9 (1) (e) to develop and coordinate the multidisciplinary research program to inform policies and practices, in consultation with stakeholders and relevant agencies. s 9 (1) (f) to assist relevant agencies evaluate their programs and identify the most effective service models. s 9 (1) (g) to provide leadership and advice to relevant agencies about laws, policies, practices and services. s 9 (1) (h) to increase collaboration and build capacity across sectors to improve the delivery of services. s 9 (1) (i) to analyse and evaluate at a systemic level, policies and practices relevant to the child protection system and the performance of relevant agencies in delivering services. s 9 (1) (j) to report to the Premier about matters relating to a function mentioned in paragraphs (a) to (i). s 19 (a) provides that the Principal Commissioner controls the QFCC s 19 (b) provides that the Principal Commissioner has a function of recording, analysing, researching and reporting on information about child deaths. Accordingly, at least one of the QFCC Commissioners will be an Aboriginal person or Torres Strait Islander and at least one person on each Advisory Committee must be an Aboriginal person or Torres Strait Islander. The QFCC is to take into account the particular views and needs of Aboriginal and Torres Strait Islander communities, and will be required to report on the outcomes in reducing overrepresentation and improving outcomes for Aboriginal and Torres Strait Islander families, children and young people. Points of difference QFCC is outwardly focused – we speak to the community and we are informed by the sector QFCC must maintain both the confidence of the government and the community in the quality of services for vulnerable children A Commissioner has been appointed to join the QFCC team QFCC can complete one-off system reviews – e.g. Premier’s current whole of government system review into children in out-of-home care who are missing or abscond A 13-member expert Advisory Council provides insights into the issues affecting children and also provides guidance on the work of the QFCC A Community Partnership Group of peak bodies also provides insights and guidance to the QFCC
