Risky Untested Unaffordable

What We Know: Overview Replaces health plans for most Coloradans today Creates ColoradoCare, a massive new government healthcare system Lacks public accountability, checks and balances Exempt from TABOR

What We Know: Extreme Tax Burden Creates a significant new tax burden on all Coloradans: 10% of payroll AND non payroll income Would give Colorado the highest income taxes in the country Creates a $38 Billion Organization, larger than McDonalds or Nike

What We Know: Who Runs It An elected board of 21 politicians No requirement for experience, expertise or knowledge of health care; no assurance of political balance or diversity Not subject to public recall

What We Know: Constitutional Amendment This policy will be embedded in our state’s already cluttered constitution. “The budget is already burdened with too many constitutional measures: let alone of this cost and magnitude” –Gov Bill Ritter

What We Don’t Know: Coverage & Cost Coverage: 11 broad categories of services covered, but no detail on specific benefits Costs: What if $38B is not enough? ColoradoCare Board has three choices: 1.Cut Benefits 2.Cut Payments to Doctors & Health Care Providers 3.Raise Your Taxes Again

What We Don’t Know: Coverage & Cost It is impossible to compare your current coverage with ColoradoCare and determine value. We actually risk paying more for less coverage

What We Don’t Know: Access & Quality of Care “Amendment 69 is so short on details, there’s no way to know if any of the life-saving treatments at Children’s Hospital Colorado would be covered under this new scheme. What is clear is that if this untested experiment moves forward, we would struggle to recruit the very brightest clinicians and researchers to our campus to provide world-class care and discover the cures of tomorrow.” --Michelle Lucero, Chief Administrative Officer of Children’s Hospital Colorado

What We Don’t Know: Economic Impact Today CO has one of the strongest economies in the country, and attracts a diverse group of large companies and start ups. US News & World Report, 2016 Top 5 Cities in the US: Denver and Colorado Springs

What We Don’t Know: Economic Impact Today Colorado’s unemployment rates are in the lowest bracket nationally How will a massive new tax on businesses impact this economic vitality and growth?

Why We Should Work to Defeat A69 Continue Colorado’s progress--uninsured rate has dropped from 15.8% in 2011 to 6.7% in 2015

Why We Should Work to Defeat A69 This is nothing more than a refinance Vermont experiment failed Keep CO competitive: support a vibrant economy & attract a healthy work force

Why CAFP Should Work to Defeat A69 Reimbursement Rates are unclear. Our opposition has estimated about 130% of Medicare Potential for bureaucracy to get in the middle of the patient-doctor relationship, and limit availability of various procedures/tests

Why CAFP Should Work to Defeat A69 This doesn’t actually create a single payer system: still need to keep billing systems in place for patients from out of state, or with Tricare/VA benefits Huge tax implications for small private practices that are incorporated as pass-through entities

Broad & Diverse Opposition “Our reforms are just beginning to bear fruit and it would be premature to dramatically remake our healthcare system at this time.” –Gov Hickenlooper “The healthcare proposal would double the state budget and impose a new tax on working families” -Treasurer Stapleton
