2 Accelerating Grid Modernization The need to ensure infrastructure resilience through greater network reliability, higher communications bandwidths and reactive architectures is apparent. To more effectively address this grand challenge, we needed to engage with utilities, vendors, professional associations and regulatory agencies, the federal government and national laboratories, and ask the foundational questions: What is the status of smart grid communications implementation? What are the challenges and barriers to smart grid communications technology adoption? How can the DOE complex support smart grid communications technology adoption and help to solve industry challenges?

3 Meeting Findings – Status/Challenges Status: Utilities are building their own smart grid communications systems that they will own and operate Most require 5-10 distinct communication networks Top Challenges/Barriers for Technology Adoption: Cost – related to business models; not well understood beyond one- time project costs Difficulty in developing comprehensive communications solutions in the current regulatory environment Inadequate spectrum Evolving regulatory standards and short notifications create unpredictability for future decisions

4 Meeting Findings – Areas for Innovation and R&D Areas of significant benefits for the electric sector: Customer-owned communications reliability/resiliency Cybersecurity around diverse communications technologies Density of communications Extreme environmental conditions (naturally occurring) Interdependencies between communication priorities, data and applications Interoperability Mixed media (multiple PHY) communications Networks for distributed controls Peer-to-peer networks for distribution and transmission systems Software-defined networking Spectrum sharing and utilization Tools for costing in opex-based and capex-based business models

5 Based on participant reaction, DOE-OE is uniquely positioned in government and industry to responsibly accelerate grid modernization with targeted actions in smart grid communications. Thus, we are developing the DOE-OE Smart Grid Communications R&D Roadmap. Examine industry and government grid modernization initiatives and team with complementary efforts. Further explore the current landscape of smart grid communications technologies across all technology readiness levels. Define performance criteria for maturing technology. Information acquisition and validation will include an expansive aggregation of key stakeholders balanced by a select group of influencers. Next Steps
