 Your final project will be a culmination of your knowledge regarding social welfare and public policy. The topic for the project is "The Welfare System".  For this project, you need to analyze the effects of public policy on this issue, discuss the goals and objectives for creating the welfare system, and address how services are distributed. Be sure to base your analysis of the strengths and weaknesses of the influence of social policy on the ethical implementation of services through the welfare system in the 21st century.

 Please conclude this project with your recommendations for improvements to the welfare system based on the research you have done and how you, as a human services professional, might be part of this positive change.

 Directions-Your project should be between 1500 and 2000 words in length. Make sure that you follow APA format, use Standard American English, and cite references within the text of your paper as well as in the reference section. While the text is your main source for this project, please use the Kaplan Library Academic Search Premier database to find at least two articles from peer reviewed journals. You should also use a minimum of two reliable websites. A good starting point for reliable Internet sources is the government website http/www.usa.gov.

 Analyze the underlying social problems within a social welfare issue  Apply broad based knowledge in social welfare and policy

 Complete unit readings- Chapter 9  Respond to Unit 9 discussion question  Participate in weekly seminar  Submit final project- Due Tuesday 5/3/11 by midnight

 First step in social policy analysis is to analyze and understand the underlying social problem. (i.e. physical abuse of children)  Research topic, history, current law

 First step in social problems analysis is to understand how the problem is defined, understand the magnitude of the problem, and are there sub types.  Simplify and restrict focus of social problem. (i.e. physical abuse)  Definition- “any non-accidental physical injury to the child’ and can include striking, kicking, burning or biting the child or any action that results in a physical impairment of the child.”  Determine how much physical abuse is there? RESEARCH / stats to support information

 Next, identify the underlying ideology of the social problem. (ideology is a statement about what is preferred and how things “should” or “ought” to be.  This helps to clarify differences in the problem definition and causation of the problem.

 Next, determine the Causal Analysis- identify causal explanations to understand the problem. 1. Explanation related to “within individuals” 2. ….”surrounding socio-cultural and economic environment” 3. Combination of 1 & 1

 Next, determine the Gainer and Losers 1. Losers would be the children being abused 2. Few Gainers with physical abuse, though example would be the perpetrator- abuse reaffirms their power in the family send a very clear message to those who attempt to dispute it.

 Also important to review the Judicial and Historical context of a problem

 Child abuse is a prominent social issue. If we are to impact the policies and laws that guide our work in our communities, we can guide positive change with sound research.  To prepare for this discussion, please do a search for agencies and articles that offer strategies to improve services to children who have been abused. Tell us the search terms you used and how helpful these were in getting information.

 Did you refine your search? If so, why and how did you refine it?  Then, discuss which strategies you found most useful for improving services to children who have been abused. When using the Kaplan Library, please use the Academic Search Premier database to search for articles.

 Questions, concerns??
