4 4 U.S. Department of Transportation Research and Innovative Technology Administration BTS Purpose The Bureau of Transportation Statistics (BTS) was established as a statistical agency in 1992. The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 created BTS to administer data collection, analysis, and reporting and to ensure the most cost-effective use of transportation-monitoring resources.Intermodal Surface Transportation Efficiency Act (ISTEA) As one of the federal statistical agencies, BTS:  Participates in the InterAgency Council on Statistical Policy (OMB chairs)  Covers all of transportation; BTS is cross-modal  Conducts independent data collection and analysis  Establishes standards for transportation data  Exercises special statutory protections for the confidentiality of data  Maintains unique competencies in statistics, economics, information technology, geographic information systems, and transportation

7 7 U.S. Department of Transportation Research and Innovative Technology Administration BTS Is a Knowledge-Based Organization  As a federal statistical agency, BTS focuses on obtaining—and helping to objectively analyze and interpret—data that will be used to increase the Nation’s understanding of transportation topics and to better inform decisions and policies  To achieve this goal, BTS engages in three central activities: creating, managing, and sharing transportation statistical knowledge

9 9 U.S. Department of Transportation Research and Innovative Technology Administration BTS maintains extensive data on the airline industry  BTS regularly collects a wide range of airline-related data used by USDOT, including the Office of Aviation Analysis, the Federal Aviation Administration (FAA), and the Office of the General Counsel. Stakeholders outside of the USDOT, such as Congress, the Department of Homeland Security, state and local governments, the air transportation industry, researchers, academia, and the public, also rely on BTS airline data products and reports.

10 10 U.S. Department of Transportation Research and Innovative Technology Administration Passenger Inner-Connectivity Database  Transportation inter-modalism  With the addition of ferry terminals to the database, which already contained intercity rail terminals and airports, the online database now includes nearly 1,500 terminals.  Data collection for the next phase of the project (rail transit) is underway and will continue through FY 2010 National Ferry Operators Map

11 11 U.S. Department of Transportation Research and Innovative Technology Administration BTS leads the Maritime Data Working Group  The Maritime Data Working Group is led by BTS. The group deals with data comparability issues and keeps each other informed of data related products and activities.  Members of the working group are the U.S. Maritime Administration, Saint Lawrence Seaway Development Corporation, U.S. Army Corps of Engineers, U.S. Coast Guard, Federal Maritime Commission, U.S. Department of Agriculture, the Committee on the Maritime Transportation System.

12 12 U.S. Department of Transportation Research and Innovative Technology Administration BTS Freight Data Program  BTS maintains the Commodity Flow Survey (CFS), a national survey of shippers which generates data on mode, volume, and value of freight flows in the U.S.  In 2007 American industry shipped about 12.5 billion tons of goods valued at almost $12 trillion  Data used by planners, forecasters, industry analysts, Federal Highway Administration, and Congress

13 13 U.S. Department of Transportation Research and Innovative Technology Administration CFS Objective and Background  SAFETEA-LU requires BTS to collect statistics on goods movement.  The Commodity Flow Survey is a comprehensive source of information on United States domestic freight flows. It provides information on commodities shipped by either single modes or multiple modes of transportation: value, weight, distance, ton-miles and origin/destination data  National source of data for the highway mode that carries about 71 percent of the value and 70 percent of the tonnage of freight transported.  Fourth in a series - previously conducted in 1993, 1997 & 2002 Conducted through a major partnership between: Bureau of Transportation Statistics (BTS), ▪Research and Innovative Technology Administration, U.S. Department of Transportation U.S. Census Bureau, ▪U.S. Department of Commerce

14 14 U.S. Department of Transportation Research and Innovative Technology Administration Key Highlights of the 2007 CFS  American businesses shipped 12.5 billion tons of goods in 2007, valued at $11.7 trillion, totaling 3.3 trillion ton-miles.  Trucking continues to dominate the movement of freight, accounting for 71% of the value ($8.3 trillion), 70% of weight (8.8 billion tons), and 39% of the ton-miles (1.3 trillion ton-miles) of the nation’s total freight shipments.  Industries in the manufacturing sector contributed 45% of the value ($5.2 trillion) and 38% of the weight (4.8 billion tons) of all transported goods.  The top commodities by total value were electronic and office equipment ($1 trillion). By weight, gravel and crushed stone represented the largest tonnage (2 billion tons). Coal was the top commodity by ton-miles in 2007 with 836 billion ton-miles.  Since 2002, the value of shipments has increased 39%, tonnage increased 7.5%, and ton-miles increased 6.5%.

24 24 U.S. Department of Transportation Research and Innovative Technology Administration Geospatial information  BTS actively contributes to the Nation’s geospatial knowledge by developing software to improve the estimation of travel routes and by collaborating with federal agencies and stakeholders to advance geographic data efforts.  BTS houses the Department’s Geographic Information Officer responsible for leading geospatial activities within the Department

25 25 U.S. Department of Transportation Research and Innovative Technology Administration BTS National Transportation Library  During FY 2009, the National Transportation Library’s Reference Team handled nearly 20,000 requests for information about transportation regulations, policy, statistics, and research.  These requests came from Congress, all other levels of government, the media, academia, for-profit and nonprofit organizations, and the general public.
