2 Seminar Topic Police departments have historically been dominated by working class, white males. We will discuss why police have been so reluctant to accept minorities, including African Americans, Hispanics, women and LGBT Officers. we will discuss if police managers and supervisors (as change agents) should try to build a more representative and inclusive work force?

3 DISPARITY IN LAW ENFORCEMENT HIRING Police work was ruled by white males. Until the recent past, applicants were selected based on: a written examination; physical performance test(s); oral interview board; and a background investigation. With little or not training, white males were issued the tools of the trade and learned from Senior Officers. Officers did not trust anyone, except another police officer, all others were trouble makers.

4 More Disparity Over the past four decades, police work has started to change. By attracting women and minorities to police work, we can learn more about those races, cultures, religions, or utilize the differences in the two sexes. We can use those women and minorities to their full potential(s) so that a better understanding and emphasis can be placed in rounding-out our ability to serve and protect ALL peoples.

5 More Disparity Why had/have white male police officers secluded themselves: Prejudice: negative preconceived notions that people have about others, based on sex, race, religion, creed

6 More Disparity What has/did white male police officers do to others: Discrimination: negative mannerisms displayed toward others of a different sex, race, religion or creed.

7 More Issues In 1964, the Civil Rights Act was enacted. It prohibits discrimination based on nationality, ethnic group, sex, creed, age or race. What type of impact do you think this has on the law enforcement profession?

8 Affirmative Action Affirmative Action: in order to achieve equal employment opportunities, employers are required to overcome discrimination.

9 More Affirmative Action Affirmative Action brought about four steps: 1. Discover if women and minorities were/are being underused in the work force. 2. Develop specific guidelines to correct situations when women and minorities being underused. 3. Keep accurate records to ensure women and minorities are being used appropriately. 4. On-going programs to prevent future or repeat discrimination.

10 More Affirmative Action The Supreme Court ruled that women and minorities (protected classes) were included in Equal Employment Opportunities, four criteria were established: 1. Is the testing process measuring what it is supposed to? 2. Are the testing methods accurate? 3. Is the testing method directly related to what the job entails? 4. Does the person being tested have the qualification(s)/skill(s) needed to perform the duty? Which is also known as “Bona Fide Occupational Qualification.

11 Protected Class Protected class(es) refers to those peoples or groups who have been discriminated against in the past. This takes into consideration the following: 1. racial or ethnic origin; 2. sex (gender or preference); 3. age (over 40); 4. physical status (disabilities); and 5. religion.

12 Sexual Harassment Issues The Civil Rights Act of 1964 prohibits Sexual Harassment: For an employee to get, keep or improve their work status by being forced to give sexual favors to a supervisor or management member, is called Quid Pro Quo Sexual Harassment
