4 4  DrivingChange, the new name for the voter-approved Sheridan Bond Improvements Program.  The name DrivingChange was chosen because it represents the City of Sheridan moving forward to change and improve the challenging transportation issues around our community. Program Overview

5 5  The purpose of DrivingChange is to enhance our community through a series of reconstruction projects addressing street, sidewalk, drainage and stormwater issues.  Improving the condition of our streets will:  Improve vehicle and pedestrian safety  Improve safety and effectiveness of emergency responders  Reduce wear and tear on vehicles  Potentially strengthen property values  Provide greater opportunity to attract and retain businesses Program Purpose and Benefits

6 6  DrivingChange will benefit more than 75% of Sheridan’s streets.  Planned improvements include:  Pothole repair  Street resurfacing  Bridge repair  Improving surface drainage with sidewalks and curb & gutter  Improving stormwater issues with new storm sewer infrastructure  Alleviating traffic congestion and accident rates through safety improvements to various intersections and street segments Program Highlights

7 7  In 2015 voters approved the issuance of up to $31,000,000 of general obligation debt for the purpose of making major infrastructure improvements.  The City received a Standard & Poor’s “A” credit rating and successfully issued the first $17.98M in G.O. bonds.  Due to a favorable market and high credit rating, the City received a premium on the bonds and received $20M in bond proceeds. The remaining $13M in bonds are projected to be issued in 2-3 years.  The true interest cost to the City is 3.2179%. Program Funding

8 8  Kraemer North America is a qualified and well- suited contractor for the DrivingChange program.  The program will use a CMGC project delivery model by involving the contractor during design to:  Accelerate the project schedule  Provide the best value  Reduce risk  Some of Kraemer’s prior CMGC clients include:  Adolfson & Peterson (Sheridan Riverpoint)  Colorado Department of Transportation  Denver International Airport  City of Golden, City of Colorado Springs, Town of Vail Construction Manager / General Contractor (CMGC)

Driveway and landscape replacements, as necessary.  Anticipates utility relocations by Denver Water, Xcel, and other public and private utility service providers  Anticipated Schedule: July 2016 – December 2016 Project Zone 1B

14 14  Purpose:  Serve as champion for the program externally to the public.  Provide input on optimal methods to keep the public informed and the best ways for the public to provide feedback.  Communicate neighborhood specific concerns and/or interests.  Scope:  Review communications plans and advise on development of communications media.  Participate in neighborhood meetings related to DrivingChange.  Review monthly activity, schedule, budget and financial reports.  Meetings:  Meet at key milestones during design and construction.  Anticipated meetings 4-6 times/year.
