(EC) 882/2004 General obligations Member States shall ensure that official controls are carried out  regularly,  risk based and  with appropriate frequency. Member States shall  Develop multi-annual national control plans (MANCP) and  control the duties of the feed business operators. 5

8 Consumers, Health, Agriculture and Food Executive Agency Feed control in Austria BAES (Federal Office for Food Safety) and the Provincial Governors of the provinces are responsible for the organization and execution of the necessary measures. The authorities in the feed sector carry out the official control on the basis of the National Control Programme. Strictly separated competences: BAES: control of feed industry, trade and intermediaries Provincial Governors: control on FARM 8 BAES -responsible for granting approval and registration. -keeps an updated REGISTER of all approved and registered establishments and intermediaries operating in the animal feed sector. -Control of feed business operators AGES - provides the laboratories and carries out analyses in the field of animal nutrition except for dioxin - Risk assessment - Trainings of staff - Information of industry

9 Consumers, Health, Agriculture and Food Executive Agency Control plan art 41 Reg (EC) 882/2004 „ In order to ensure the effective implementation of Article 17(2) of Regulation (EC) No 178/2002, of animal health and animal welfare rules and of Article 45 of this Regulation, each Member State shall prepare a single integrated multi- annual national control plan.“ - MANCP An orientation for the Member States for elaborating the MANCP is given by Decision 2007/363/EG (OJ EU No L 138 from 30.5.2007,p.24) 9 Austrian MANCP: 1 plan for feed industry/trade/intermediaries 1 plan for the provinces/on farm control

10 Consumers, Health, Agriculture and Food Executive Agency AT - Feed control programme The National Control Programme covers a period of five years (2011- 2015) and implements the concept of the multi-annual plans. It furthermore implements aspects of feed hygiene of Regulation (EC) No 183/2005. It pursues the objective of the protection against risks for human health and the protection against risks for animal health. The National Control Programme covers control of establishments risk-oriented sampling and analysis incl. ad-hoc resources recommendations regarding the EU-coordinated control programme The National Control Programme is published at www.baes.gv.at 10

11 Consumers, Health, Agriculture and Food Executive Agency The objectives of the official feed control are SAFETY FACTOTRS  to ensure the safety of food from animal origin,  to protect human and animal health,  to prevent risks for the environment and QUALITY & FRAUD PROTECTION  to protect the feed users against misleading and fraud.  to sustain & improve the production level of farm animals AT - Feed control programme 11

12 Consumers, Health, Agriculture and Food Executive Agency The control activities and intensity should reflect the importance of the objectives:  Official control should be focussed (SAFETY FACTORS) on undesirable substances prohibited substances illegal substances microbiological contamination or deterioration residues from pesticides.  Official control should also control (QUALITY FACTORS) such as protein, fat or energy only to avoid misleading correct labelling AT - Feed control programme 12
