1 Implementation of Off-Grid Policy in the state of Maharashtra By H M Kulkarni General Manager (R.E) Maharashtra Energy Development Agency Date 17 th March, 2016

2 1.MEDA is registered as a society under Societies Registration Act, 1860 (In 1985) and Bombay Public Trusts Act, 1950 (In 1987). 2.To promote and develop new and renewable sources of energy and technologies; and to promote and implement energy conservation. 3.Working as the State Nodal Agency in renewable energy sector and as the State Designated Agency in energy conservation sector. About MEDA 2

3 Highlights 1.Maharashtra has installed capacity of 6705.15 MW of renewable energy projects. (till 31st March, 2015). Retains its second position in the country. 2.The largest wind resource monitoring programme in the country (406 sites) and the first state in the country to initiate solar resource assessment (06 sites). 3.The largest installation of Solar Water Heating Systems Achievement of 12.24 lakh sq.m. collector area (765 Lakh LPD) 4.The largest solar cooking system in the country (17,000 Meals) at Shirdi. 5.The largest number of wind solar hybrid systems (2074.05 KW) 6.The first state in the country to initiate action on geothermal power projects on commercial basis. 3

4 Road Map for Rooftop Solar Powered Systems by 2022 4700 MW Till year 2022 20 MW 2015-16565 MW 2016-17 588 MW 2017-18 704 MW 2018-19 823 MW 2019-20 940 MW 2020-21 1060 MW 2021-22 415 MW grid connected solar rooftop projects Out of Total 4700 MW will get the Central Financial Assistance (i.e. 30%) till 2019.

5 Advantages of solar roof-tops Savings in transmission and distribution losses No requirement of additional land Improvement of tall-end grid voltages and reduction in system congestion with higher self-consumption of solar electricity Local employment generation Reduction of power bill by supplying surplus electricity to local electricity supplier Battery elimination makes easy installation and reduced cost of system

6 Initiatives by GoM Recently the Govt. of Maharashtra has announced the comprehensive Off-grid policy. The policy covered following off-grid de-centralized solar applications:-  Solar Rooftop power projects – 200 MW  Solar Water Pumping systems for piped water supply scheme – 10000 Nos.  Solar Steam Cooking Systems – 1.5 Lakh Sq. m  Solar Water heating Systems – 5.1 Lakh Sq. m  Biogas power projects – 4 MW

7 Initiatives by GoM Category wise following benefits are available for installation of solar rooftop systems :- Govt. Sector : 1. Capacity:- 1 to 50 kW 2. Subsidy:- 100 % of project cost Private sector (Educational Institutes, Hospitals, Housing Societies, Cooperative societies etc…): 1. Capacity:- 5 to 20 kW 2. Subsidy:- Rs. 20/- per watt or 20% of the total project cost whichever is less.

8 Potential for Rooftop Solar Systems in Maharashtra Category wise potential and financial provisions made by the state is as below :- Government Sector Target / Potential per Year 30 MW / 1000 no. of buildings Financial Provision per Year Rs. 300.00 Crore

9 Potential for Rooftop Solar Systems in Maharashtra Private Sector Target / Potential per Year 10 MW / 1000 no. of buildings Financial Provision per Year Rs. 20.00 Crore

10 Methodology Government Sector Selection of Consultant empanelled by MEDA Preparation of Project Report Technical Sanction by MEDA Tendering Procedure Execution of Project

11 Methodology Private Sector Application for Subsidy Sanction of Project Timely Execution of Project Submission of Project Completion report Disbursement of Subsidy
