2 The Bicycle Friendly State program is a key component of the League. The primary component of the Bicycle Friendly State program is an annual ranking of all 50 states. Each state also receives a report card, showing key data and recommendations.

3 The Bicycle Friendly State program was created in 2008. 4 In 2012 the program was overhauled and the survey was merged with the Alliance for Biking and Walking’s Benchmarking Report survey. While the survey was the same number of “questions” the data points collected per question increased. In the 2015 survey there were 340 data points collected.

5 Each year the program contacts state Department of Transportation bicycle-related staff to solicit responses to the combined survey, which asks questions in five categories. States are encouraged to provide the most comprehensive approach to making bicycling a more comfortable and convenient option for citizens.

6 The five categories for the Bicycle Friendly State program are: Legislation & Enforcement What laws govern bicycling in a state and how are those laws enforced? Policies & Programs How does the state Department of Transportation work to improve bicycling? Infrastructure & Funding Does the state spend available federal funding on bicycling & walking? Does the state build bicycle facilities? Education & Encouragement How do state agencies promote bicycling and educate their population about bicycling or sharing the road with bicyclists? Evaluation & Planning How does the state plan for bicycling improvements and measure current bicycling conditions?

7 State bicycle and pedestrian coordinators Other state agencies Consultants Survey League staff State Bike Organizations Review League Staff State Bike Organizations Recommendations How rankings and recommendations are created After an extensive review, final ranking decisions are made by League staff. The League solicits feedback from local bicycling organizations and the state DOT to provide feedback that is tailored to state priorities.

9 The League is committed to making the Bicycle Friendly State program better. We have done extensive outreach to understand what our current stakeholders think about the program and the questions currently asked.
