2 Catch Limit - Implications Per the State’s Squid FMP and regulations, the Dept is required to close the fishery when catch reaches or is projected to reach the 118,000 st seasonal limit. There is also a federal Optimum Yield (OY) for market squid at 118,000 st, although the species is only monitored under the CPS- FMP. Exceeding this limit could trigger the elevation of the species to the actively managed category for federal management. Photo: Roger Bly

4 Monitoring Landings Dept staff go to buyers and collect catch data regularly (sometimes daily). Staff collect real-time information on catch success, effort, weather, and market conditions Where staff cannot collect receipts, processors are asked to fax receipts to Dept. Tallying accurate totals is difficult due to the sheer volume of catch records, multiple and changing fishing locations, and in some cases, late or incomplete reports. 8 Closure 2012 – Critical Factors Availability of Temporary/Seasonal Staff: -Statewide distribution in key ports - Able to collect receipts on daily basis as limit was approached Cooperation from Processors: - Catch tracking – routine submission of catch data via fax or on request - Coordination by industry representatives to ensure all catches are tallied daily Assistance from Enforcement: - Respond to specific questions on authorized activities both at the time of closure and after the fishery is closed - Need for heightened monitoring after the closure to ensure compliance

9 Finalizing Official Catch Estimates Landing Receipts serve as the official records of catch Landing Receipts must be “delivered to the department on or before the 16th or last day of the month in which the fish were landed, whichever date occurs first after the landing.” (FGC Sec 8046 (a)) Once received and sorted, receipts are edited, cross- checked against dockside reports, and entered into Dept Databases Dept Statistics Unit publishes final catch estimates in June of each year Photo: Chelsea Protasio

12 Proposed Changes to Market Squid Fishery Regulations (§149) Clarify what ‘fishery closure’ means: - Prohibit take/possession of squid unless it is incidental to other fisheries and the volume of squid is two tons or less - Industry is generally supportive of this clarification
