5 BOUSTEADPROJECTS Background In the past, although approved safety auditing organisations are required to adhere to an established audit protocol, the checklist in the conduct of a safety audit differs across audit organisations. Hence, the scoring system to grade the performance of the implementation of SHMS will also be different.

6 BOUSTEADPROJECTS Lack of a standardised checklist and scoring system pose a great challenge when differentiating worksites in terms of effectiveness and implementation of SHMS. In 2006, a WG2 of WSH Construction Advisory Sub-Committee was formed and MOM came up with ConSASS. Background (cont’d)

7 BOUSTEADPROJECTS ConSASS is an audit tool with a standardised checklist and scoring system which provides an independent assessment of the SHMS of a worksite. Since 2008, all projects above S$30 million are CONSASS audited. Till date, we have carried out 5 CONSASS audits with two different auditing organisations. About ConSASS

9 BOUSTEADPROJECTS Well structured with systematic and comprehensive checklist along the Deming’s Plan-Do-Check-Action cycle with a total of 17 elements. Combines questionnaires of CP 79, SS 506 and UAI from Band 1 to Band 4. Each element is subdivided into sub-elements from a simpler Band 1 level to a higher and difficult Band 4 level, providing gradual progression of improvement from 1 to 4. CONSASS’ consistent and progressive approach helps a company towards establishing best practices in SHMS. CONSASS audit enables the company to consider and improve areas that are lacking.
