SAPIA Supply Chain Risk Matrix 12 November 2013

Mandate from DOE The Heads of Supply (HOS) forum provides a means for the petroleum industry to ensure optimal use of the existing infrastructure and address any other threats to security of petroleum supply or supply disruptions. The HOS forum consists of various stakeholders in the petroleum industry. Terms of Reference for the Heads of Supply Forum : Department of Energy page 1

Mandate from Board of Governors “…the SAPIA Board of Governors (BoG) are seeking a solution to improve the monitoring of fuel Supply Chains, and the coordination of normal activities to ensure sustainable supply and to assist in the event of Supply Chain disruptions.”

RSA has become a net importer of refined fuel Inland Demand has increased from 6.7bn in 1970 to > 16.0 bn in 2013 Multi Product Pipeline commissioned Limited tankage on either end is a constraining factor No increase in existing refining capacity Places common infrastructure under pressure Current Reality : Summary

Identify Key and Common Supply Chain Infrastructure Identify, prioritise and mitigate the key supply chain risks facing the Oil Industry in South Africa over the next 5 years Develop a sustainable methodology to identify, mitigate and manage these risks Develop a strategy for sustainable key and common supply infrastructure efficiency, to ensure continuity of supply Objectives of the Heads of Supply workshop
