2 Process Overview Strategic planning is the process of defining an organization’s future direction and allocating resources to pursue the direction. Review of current services, previous plans and current economic conditions May Changing Environment at State and Regional Levels: MEDC Ann Arbor SPARK July Assessment of economic & workforce forecasts, projections & best practices September Discussion and direction for the future (next 2-3 years) Review and revisions to draft strategic plan November

8 2008 Workforce Assessment Top 5 expanding sectors (utilities, professional/scientific/technical, education, real estate and administrative support. Strongest economy in the state with UP rates matching the national average Significant number of new technology companies. There is a significant employee base (500,000 employees within 30 minute commute distance - new and expanding employers typically hire people who are already employed ). Competitively paying office operation could fill 2,865 positions Competitively paying manufacturing could fill 3,024 positions

10 What’s Changed? Unemployment Rates 10  The unemployment rate in Washtenaw County has historically out-performed the State and national rates. However, in the recent economic downturn, the County experienced rates above the national average.  The number of people unemployed in Washtenaw County has steadily increased over the past 7 years, ending in 2009 with nearly 16,000 unemployed persons (based on estimates from January to November 2009).

11 What’s Changed? Manufacturing Facility Closings 11  Manufacturing jobs have steadily decreased in the County, losing 13,914 jobs since 2001.  The City of Ypsilanti and Ypsilanti Township have collectively lost a substantial number of jobs from plant closures - ACH (1,000), Exemplar(110) and the Willow Run GM Facility (4,000).

12 What’s Changed? Per Capita Income 12 Washtenaw County is experiencing greater declines in per capita income than the national average. The steep decline in per capita income in Ypsilanti Township could be caused by the loss of higher paying manufacturing jobs.
