2 Overview The Church and Community Flag Football League is a community-wide program that mentors youth through flag football.

3 History In the Winter of 2006, Pastors and community organizers met to discuss ways to provide positive activities for African-American boys in our community

4 Requirements All participating Teams must : Register all boys Register all coaches and Referees Attend all required meetings All Teams are responsible for : Paying for Team Registration Fee Purchasing Mouthpieces for all players Purchasing Jerseys and needed equipment for their team Transporting team to and from games Providing water and refreshments for their team

6 Rules and Regulations Rules and Regulations will be discussed at the training session for coaches and referees. Saturday May 9, 2009

7 The following rules are to be used as guidelines in an effort to keep consistency and continuity in the Church and Community Flag Football League (CCFFL). The steering committee will decide upon any omissions or discrepancies.

8 The CCFFL will enforce a non-tobacco & alcohol use policy for coaches and assistant coaches at all practices and games. Parents are also strongly encouraged to refrain from using tobacco, and prohibited from using alcohol at practices or games.

9 The field shall be 80 yds long and 40 yds wide, / start at 20 yard line / every 20 yards first down The Players will be placed in divisions based upon their age; The Age limits for each division are as follows: Flag I Ages (8-10) Flag II (11-13) Flag III (14-18)

10 Each team shall consist of 8 players. Offensive teams must have a minimum of five (5) players on the line of scrimmage (3) must be blockers. The Defensive team is not limited to the number of men on the line.

11 Players Equipment: Soft shoes are recommended. Players may have molded cleats but no metal or plastic cleats. Shoulder pads and/or helmet may not be worn. An intraoral mouth or teeth protector is required. Flags must be worn on the sides of each player, not on the front or the back. All shirts must be tucked in.

12 Scoring: Touchdown values will be 6 points, while extra points will be 1 pt from the 5 yard line or 2 points from the 10 yard line. Points can be scored by running or passing.

13 Practices: practices shall be at the discretion of the coaches of each team. Regular season begins with the first regular game after the (Kick off Training Camp) of the flag football program. The coach will determine specific practice times.

14 Every child who attends practice regularly, reports to games on time, and whose conduct is satisfactory shall play a minimum of half of each game either on offense or defense, and shall be deemed a starter on either offense or defense. Playing a child only on specialty teams is not acceptable. * Absolutely no practices on Sundays during church service.

15 The Games: Playing time for ages: 14 thru 18 is 20 minutes per half 11 thru 13 is 15 minutes per half 8 thru 10 is 12 minutes per half There will be a 10 min break for each half During the last two (2) minutes of the 1 st and 2nd halves a regulation clock will be used, i.e. the clock will stop for out of bounds, incomplete pass, etc. Keep score board in a central location / after each game turn in score sheets.

16 Starting Each Half a. Each half of the game shall be started with an offensive possession on the twenty(20) yard line. No teams will kick-off. Before game time the referee in the presence of the field captain shall call it. the winner of the toss must choose one of the following: offense, defense of a goal, or deferment of these options until the 2 nd half. Teams shall change goals after the 1 st half. The clock shall start for the period on the next offensive snap.

17 Punting: a. No team will be able to punt the ball. Consequently, after the 3rd offensive down the team has the option of going for the first down or have the ball spotted 35 yards from the original line of scrimmage, giving possession of the ball to the other team

18 Ending a half: If there is an unsportsmanlike foul by either team during the last play of the half, the penalty will be administrated at the end of the 1 st Half. Any such foul committed after the half has ended will be administrated at the start of the 2 nd half.

19 Ball Ready for Play and Delay: The ball is ready for play when the referee gives the ready-for-play signal and whistle. The offensive team has 25 seconds to snap the ball. Penalty for delay of game is 5 yards.

20 Forfeiture of Game: The following offenses will result in forfeiture of game by the offending team. The score of a forfeited game shall be 6 - 0 a. The playing of a child not on the official team roster and meeting eligibility requirement set forth in the rules.

21 Forfeiture of Game: b. The playing of a child that is too old for the age group will cause the team to forfeit all the games that the child played in. c. The child must play at least 2 games before the playoffs to be eligible to play in the playoffs

22 After a huddle or a shift, all players of the offensive team shall come to an absolute stop and shall remain stationary simultaneously without movement of hands, feet, head or body for a least one second before the snap. The exception is an end or back, which may be put in motion.

23 Penalties: 5 yards for a minor infraction, 10 yards for a major infraction and 15 yards for unsportsmanlike conduct. Tripping shall not be allowed. Tripping is the use of the lower leg or foot to obstruct any opponent below his knee. A penalty of ten yards will be assessed.

24 Penalties – Ball Carrier Diving into the end zone or jumping to avoid the flag being pulled will result in a 10 yard penalty

25 Clipping is throwing the body across the back of the leg of an opponent or charging or falling into the back of an opponent who is not a runner. Clipping is a 10-yard penalty.

26 Offense: No stiff-arming is allowed. The flag cannot be protected in any manner by any part of the body. Flags cannot be wrapped around or tucked under player’s belts. In above cases, the offense is assessed a ten yard penalty from the point of infraction and repeats the down. All shirts must be tucked in. a.

27 Offense : a. Ball Carriers: Only ends and backs may advance the ball. The offensive center is not a legal ball carrier. b. First Downs: Every 20 yards will be considered a first down. c. If a ball carrier is in the open with no one around and drops his flag before crossing the goal line it shall be considered a touch down

28 Defense: Tackling is not permitted. The first violation shall result in a 10 yard penalty and a warning. A second tackling infraction shall result in a 15 yard penalty and the ejection of the offender player.

29 Defense: a. A player is downed by a defensive player securing his flag or by his knee or ball touching the ground. In case of the flag falling off the ball carrier, he will be down where the flag falls off. Any receiver catching a pass with only one flag prior to the catch, will be considered down at the point of the catch.

30 Unsportsmanlike Conduct: Any of the following offenses will result in a 15- yard penalty for unsportsmanlike conduct. a. Any player leaving the field between downs to gain an advantage (unless replaced).

31 Unsportsmanlike Conduct: b. Intentionally kicking the ball, spiking the ball into the ground, throwing it high in the air or from the field of play, failing to place the ball on the ground or return it to an official immediately. c. Any profanity by either a player, parent or coach will result in a fifteen-yard penalty. The second violation will result in immediate ejection from the game. The 3 rd violation will result in forfeiture of game.

32 Unsportsmanlike Conduct: d. Unsportsmanlike conduct that is directed to the opposing team and/or official by a player, parent or coach would result in a fifteen-yard penalty. A 2 nd offense results in immediate ejection from the game. 3 rd offense results in forfeiture of the game. All unsportsmanlike conduct calls are final and cannot be appealed.

33 Tie Breaker: Each team has four plays to score from the ten-yard line plus an extra point attempt. If the score remains tied, the team with the greatest amount of yards gained during the second overtime session will determine the winner.

34 Training / Coaches and Referees Coaches and referees should go through orientation and training A three hour training for coaches and referees is required Each team will need 2 coaches minimum/ 4 would be better Need 2-3 referees / 1 should be in charge of time clock

35 Play each team at least twice – playoffs have single elimination Please note: All protests are to be logged in writing and submitted to Steering Committee on the next business day following the game in question. Only the coach can make protests.

36 All accidents are to be reported to the coach, team leader and the sponsoring Church or organization.
