8 Ellis Arnall  1907-1992  Served as governor of Georgia from 1943-1947  He worked to bring progressive reform to the state: 1.Restored accreditation to Georgia’s colleges and universities 2.Ended the poll tax 3.Lowered the voting age to 18 years old 4.Created a teacher retirement system  He allowed black voters to vote in whites-only primary elections  Involved in the “Three Governors Scandal” (refused to leave the governors office until someone was “elected” to replace Eugene Talmadge)
