CTE Instructional Framework June 2015 What is the CTE Instructional Framework?

CareerTech Instructional Framework CTE Program and Course Offerings o Technology Center Secondary and Full-Time Adult Programs o Skills Centers Programs o Adult Career Development (ACD)/Short- term training o Business and Industry Clients (BIS) o Comprehensive School Programs

What is the Outcome? Employment Postsecondary education Certification Knowledge and Technical Skills High School Diploma

Where have we been? Around 2007- implementation of Career Majors Full-Time Technology Center and Comprehensive School programs o Career Clusters Career Pathways o Career Majors Courses o Tried to fit everything in Technology Centers and Comprehensive Schools under this model

16 Career Clusters

Where We Are Going Phase I- Full-Time Technology Center/Skills Centers programs/career majors o Had to implement framework for full-time technology center programs and skills centers programs first due to accreditation approval (a federal requirement for schools to offer financial aid) Phase II- Comprehensive School Programs Phase III- BIS/ACD and tech center stand alone academics

Changes and Why Technology Centers/Skills Centers: When trying to summarize the data, we (the ODCTE) had to choose which career majors fell under a “group” o Example: How many welders do you produce? Pathway is Welding and Metal Fabrication Over 20 Career Majors associated with Welding

Technology Center Full-Time Programs Where We WereWhere We Are Going Career Clusters Career Pathways Career Majors Courses Career Clusters Career Pathways State Program Area Local Program (Career Major) Courses

Example Cluster: Manufacturing Pathway: Welding and Metal Fabrication Career Majors: Beginning Metal Fabricator Metal Fabricator Industrial Fabrication Technology Metal Fabrication Technology 20 Welding Career Majors Cluster: Manufacturing Pathway: Welding and Metal Fabrication State Program Area: Metal Fabrication Local Programs: Beginning Metal Fabricator Metal Fabricator Industrial Fabrication Technology Metal Fabrication Technology

Technology Center Full-Time Programs Alignment to Occupations o Standard Occupational Classification (SOC) Machinists Aircraft Mechanics and Service Technicians Electricians o Classification of Instructional Programs (CIP) Machine Tool Technology/Machinist Electrician Carpentry/Carpenter o CIPs and SOCs Many are similar, however there are some differences Used for financial aid Oklahoma Top 100 Occupations identified by Oklahoma Dept. of Commerce

Technology Center Full-Time Programs Alignment to Ecosystems o We are NOT referring to a biological ecosystem o We are referring to an economic development systems

Technology Center Full-Time Programs Federal Requirements o Financial Aid o Distance Education (online) o Direct Assessment Local Program o Program Clock Hours o Courses Course Clock Hours (requirement for VA funding) CTE Academic o Algebra II o Trigonometry o Anatomy/Physiology

Technology Center Full-Time Programs How many state program areas in the full-time technology center programs? o 700+ career majors to 130 State Program Areas aligned to ~180 occupations

Comprehensive School Programs Comprehensive Schools o Agriculture Education o Family and Consumer Science o Business, Marketing, and Information Technology Education o Science, Technology, Engineering, and Mathematics o Technology Engineering o Trade and Industrial Education Process has not began to determine ODCTE requirements

Comprehensive School Programs Some comprehensive school programs never adopted career majors o Focused on only courses because students enrolled in courses o Why did this matter? Carl Perkins funding (Programs of Study) Set up originally with Career Majors Sequence of three or more courses that lead to an industry- recognized credential or postsecondary education. Solution- Courses completed in a Career Pathway instead of a Career Major

Comprehensive School Programs What courses are you offering? What career pathways do the courses fall under? What certifications are students eligible to obtain? Are any of the courses eligible for academic credit? May also align with economic development ecosystems What is the intended outcome? o High school graduation requirement? o Postsecondary education? College Technology Center o Employment?

Comprehensive Schools Cluster o Pathways Courses Carl Perkins- Programs of Study o Sequence of three or more courses under a pathway (greater than 360 hours) o Example Cluster- Hospitality and Tourism o Pathway- Restaurant Food and Beverage Services o http://www.okcareertech.org/educators/career- clusters/hospitality-and-tourism http://www.okcareertech.org/educators/career- clusters/hospitality-and-tourism o https://www.okcareertech.org/ctis/ https://www.okcareertech.org/ctis/ Only with Mozilla

ACD/Short-term and BIS Training ACD/Short-term o Courses offered in the evening o Wide range- from cake decorating to welding BIS o Client-specific training o Industry-specific o Highest proportion is safety training Usually required by law for that industry

ACD/Short-term and BIS Training Conditions o ODCTE does not approve courses Technology Center may not create the course until the day before it is offered Technology Center may create a course that doesn’t make How this will work o Submit courses completed by students (after the fact) o Certifications students are eligible for after completion of a course Long-term Care Aid Welding Microsoft (Access, Excel, Word) Real Estate Social Media
