9 Enforcement & Education Subcommittee Introduction Subcommittee to evaluate existing local laws, created by ordinance, relative to bike and pedestrian safety; evaluate officer training and offer best practices for officer training; assess current educ ation efforts compared to best practices. 13 Infrastructure Subcommittee Introduction Subcommittee to evaluate current City infrastructure policy and practices for bicycle and pedestrian safety. Goals & Tasks Review and collect vulnerable roadway user concerns Review numerous aspects of infrastructure: Traffic and engineering, permitting, accessibility, mobility, construction controls, events, and sidewalks. Review long-term maintenance concerns Review resource allocation and best practices

14 Infrastructure Subcommittee Recommendations Short-term Determine crash reduction/elimination goal and timeframe Create Senior Zones, Car-Free Zones (malls) and Transit Zones Create Open Streets Ordinance Support dedicated and increased levels of funding for ped/bike program, projects and maintenance through City bond and budget Mid- to Longer-term Strengthen Construction Zone requirements to ensure ped/bike/ADA accommodations Create legislation reducing Speed Limit to 25 MPH Citywide Create legislation eliminating Right-Turn-on-Red Citywide

Encourage the Mayor and City Departments to: Develop and employ a Traffic Safety Technology Evaluation process (pre- and post project) Include Complete Streets designs in ALL traffic design work Implement high priority projects identified in Action Plans equitably

17 Process & Integration Subcommittee Introduction Subcommittee to evaluate existing organizational framework at the City relative to bicycle and pedestrian safety activities. Departmental Interagency Outreach/Input Activities Goals & Tasks Interview departments and relevant agencies Determine knowledge Determine capacity Determine applicability Identify barriers/opportunities

18 Process & Integration Subcommittee Recommendations City Council work with the Mayor to support and deploy the following plans and programs: Short-term: Clarify Citywide safety goals for people that walk/bike Notify general public and City departments of these goals Provide leadership that directs internal efforts across departments Request each City department evaluate and develop appropriate role Request each City department incorporate tasks into regular activities

19 Short-term (cont.): Enhance and support the City’s Complete Streets working group Establish as true multi-departmental committee that meets regularly and provides ongoing oversight and direction Establish a Citywide ped/bike program coordinator Process & Integration Subcommittee Recommendations

20 Mid- to Longer-term: ●City Planning Commission develop Master Pedestrian and Bicycle Safety Plan ●Department of Public Works create a Bicycle Safety Action Plan ●Health Department support the establishment of an equitable Vision Zero policy and program ●Marketing Tourism promote safety messaging and provide materials to businesses, tourists, and public ●NOPD actively educate officers on rights and responsibilities of all road users, including people on bikes and on foot; protect rights and safety of all road users Process & Integration Subcommittee Recommendations

22 Overall Findings Equitable Strategy to Prioritize Safety of Vulnerable Roadway Users Increase & Dedicated Funding: Data analysis, coordination, encouragement, education, enforcement and infrastructure is needed. Transparent Local Crash Data and Analysis: Crash data and analysis are necessary to guide decision-making to improve safety. Collaboration and Coordination: Across departments and agencies. Critical to ensure policy, programs and procedures are integrated, understood and implemented.
