8 E911 Board 2008 Annual Report County Information (2007-2008) E911 Calls = 14,488,279 Rural Counties = 30 Total County Expenditures = $170,228,333/yr. Total Subscribers Fee Revenue = $ 103,404,680 % 911 Fee & E911 Board Assistance (Interest and R. C. Grants) of Total 911 Expenses = 66%

9 E911 State Grant Program Fall 2008 The E911 Board received 52 applications from 30 counties for a total grant request of $30,730,872. The E911 Board approved and disbursed $18,519,733. An additional $6 million in nonrecurring funds was requested from the E911 Trust Fund for the 2009-2010 fiscal year.

10 Rural County Grant Program Fall 2008 The E911 Board received 30 applications from 15 counties for a total grant request of $1,308,327.02. The E911 Board approved $668,592.30. Funded priority one through five and partial priority six grants. Not all grants could be funded and two grants were tabled until next meeting.

11 E911 Board Fee Issues Wireless  Prepaid (Report Completed and Submitted)  All providers should collect the E911 fee  Delay implementation until January 1, 2010  February Board Meeting – Retailers are Service Providers  March Board Meeting – Tabled Issue until April – Board to send letter to legislature on prepaid issue Prepaid Fee should be collected Request assistance on collection method If Point of Sale (enforcement authority) Nonwireless  VoIP remittances Board Spending Authority

12 County Issues Board requests County assistance in identifying wireless and nonwireless service providers doing business in Florida Please do not send any funds or checks to the E911 Board Staff. 13 County Issues Continued March 09, Quarterly Reports are due and need to be submitted on time. On-time submission prevents the need for a letter to the Board of County Commission and State Auditor General audit criticism. Time Extension Change requests and Final Documentation (copy of invoices and payments [checks]) need to be submitted on time. If you have a grant application or change request pending Board action, recommend that you attend the meeting, either in person or by voice bridge.

14 Audit Issues The Auditor General is conducting the audit of the E911 Board for FY 07-08. The Auditor General has conducted the audit of the E911 Board for FY 06-07 & some items through March 2008. 15 E911 Grant Programs E911 State Grant and Rural County Application & Rules  Changes will detail & define the grant programs priorities, rules and requirements  Grant application package includes the terms and conditions for the grants. 17 Carry Forward and Excess Cost Recovery F.S. §365.173(2)(c) A county may carry forward up to 20 percent of the total funds disbursed to the county by the board during a calendar year for expenditures for capital outlay, capital improvements, or equipment replacement, if such expenditures are made for the purposes specified in subparagraphs F.S. § 365.173 (2)(a)1. and 2.; In order to prevent an excess recovery of costs incurred in providing E911 service, a county that receives funds greater than the permissible E911 costs described in F.S. §365.172(9), including the 20 percent carry forward allowance, must return the excess funds to the E911 Board to be allocated under F.S. § 365.172(6)(a).

21 DMS Current Issues State 911 Plan  Preliminary workshops  Development of a rule for the State 911 Plan  Work with County Coordinators on update of County Plans – Chapter 9 911 Database for State Government  Department of Management Services is working on updating the 911 database.  Meeting is being scheduled with state agencies to assist agencies with development or updating their databases.

27 Federal Legislative Issues ENHANCE 911 Act of 2004 (PL 108-494) is set to expire on October 1, 2009 – Reauthorization effort NET 911 Act of 2008 (FCC Docket 09-14) Letter to FCC on State funding mechanism including fee and revenue - also amount of fee revenue used for other purposes. National Highway Traffic Safety Administration  National 911 Office (NPRM on Federal grant) Comments filed by NASNA & NENA (Florida $1.5M)  National NG911 Migration Plan for Congress (Awaiting) APCO NENA letter to Senate Judiciary Committee - FCC in 1996 ordered wireless carriers to provide location for 911. - patent lawsuits against major cellular carriers asserting that E911 location infringes upon patents.

28 American Recovery and Reinvestment Act of 2009 Development of broadband networks in rural and underserved area. Congress assigned grant- and loan making responsibilities to the Department of Commerce’s National Telecommunications and Information Administration (NTIA) The FCC - Public Notice April 13 comment date on its consultative role to NTIA as set forth in the ARRA. The areas identified definition of unserved area, underserved area, and broadband and obligations that will be contractual conditions of grants.
