4 How State and Local Jurisdictions work together Fundamental Principle: EVERY DISASTER STARTS LOCAL ▫Primary/Initial Responsibility lies with local government. ▫State and Federal entities can provide resources to the local level when local resources have been exhausted. Considerations: ▫ESF 6 Committees ▫Equipment ▫Activations  Derecho Storm response; Hurricane Sandy response ▫Vulnerable Population Database ▫Canvassing neighborhoods

6 DHR Liaison Conference (April 23, 2012) Purpose: to coordinate emergency management activities undertaken by DHR/LDSS staff in support of both local and state plans Conference provided best practices and speakers from many partner agencies for fulfilling common duties Agenda Topics: Financial Reimbursement Following a Disaster; ESF#6 Committees; Functional Needs Support Services and ESF#6; Shelter Site Selection and Operations; Disaster Housing; Repatriation; and Family Assistance Centers.

7 State Shelter Forum (July 24, 2012) Purpose: to coordinate emergency Shelter planning and operations throughout all levels of the State. MEMA Chaired Process ▫Task Force of State, local and NGO partners created initial recommendations and suggested tools/models ▫Those recommendations were reviewed, modified, and accepted by consensus of local and State Emergency Managers at statewide Forum Recommendations ▫Core Shelter Capacity Planning Goal ▫Core Shelter Resources(General Sheltering, Pets, FNSS, and Medical) Tools & Models ▫Templates/Models: Shelter Plan, Shelter Identification Checklist, and Shelter MOU ▫Training Courses

8 State Plans to accommodate Functional Needs No separate plan – fully integrated into broader plans Sheltering ▫Fully Inclusive – no “medical” shelters ▫Pre-identified supplies  Limited, immediately available cache  On-demand contracting (with back-up sources) for other items ▫Back-up power Support to ESF#1 Transportation for Evacuation ▫Transportation disadvantaged populations (example: OC Seasonal Workforce Evacuation plan)
