3 Extra Care in the private sector: By 2026 the number of 85 year olds is projected to double In the next 20 years the Department of Health estimates 1.7 million more people will have a potential care need than today.

4 Extra Care in the private sector: The ‘unique selling point’: –85% of all people are now home owners –60% of the over 65s are now home owners People who have worked hard to buy their own homes do NOT want to become tenants when they retire…. Nor do they want to go into residential care!

5 Extra Care The fundamental principle of private Extra Care housing (marketed as Very Sheltered housing by RSL) is: – to help Owners to retain their independence –to ensure that Courts provide a home to Owners for the remainder of their lives whilst retaining their capital. –All apartments or bungalows are self contained –All Courts have a 24/7 on-site duty manager –All Courts have communal facilities including a restaurant

6 RSL – estate RSL is the freeholder of 29 developments (Courts) and will shortly become either the freeholder, or long leaseholder of a further 3 developments In total 1,600 dwellings. –This makes the company the freeholder (or long leaseholder) of by far the largest leasehold extra-care estate in Britain, with experience gathered over 25 years.

9 RSL – Our owners Average age 82 75% Receiving attendance allowance 12% Pension Credit Spend less time in hospital than people of the same age Are discharged more quickly than people of a similar age

10 Issues - Affordability Attendance Allowance is vital Pension Credit –Housing Costs in Service Charge can be taken into account Multiple mistakes on assessment –Will pay interest on interest-only mortgages Supporting People –Care costs for leaseholders are allowed in some Council areas and some they are not.

11 Issues - Knowledge Few older people understand their housing options when they come to make decisions Lack of knowledge among Council officers –In planning departments –In social services departments Lack of knowledge among GPs

12 How can Commissioners help the private sector? Make sure GPs, Social Workers and other professionals know the difference between Extra Care and other types of accommodation for older people and can explain the issues –Visits to Courts –Training in affordability and benefits issues Make marketing materials available

13 How can Commissioners help the private sector? Encourage housing departments to write to home owners on their waiting list to tell them about private extra care Ensure planning departments prioritise ‘Extra Care’ over ‘standard’ retirement accomodation Encourage Social Workers and GPs to make sure their clients understand that private Extra Care is an option

14 How can Commissioners help the private sector? Lobby for the retention of Attendance Allowance and Pension Credit Ask Councils to review Supporting People arrangements

15 How can Commissioners help the private sector? Remember the private sector when developing local strategies –Only 15% of the population are social landlord tenants!! Remember we are interested in sites that are being decommissioned and in joint ventures We don’t need your money – just your co-operation, good will and understanding.
