3 Reforms in the Water Sector The Water Act 2002 provides the legal & institutional framework for the management and development of Kenya’s water resources and provision of water services. Northern Water Services Board is responsible for the provision of water & sanitation in North Eastern, part Eastern and part of Rift valley Provinces. It has established Eight Water Service Providers one of which is Nanyuki Water & Sewerage Company Ltd. (NAWASCO).

4 Nawasco Water & Sewerage Co. Ltd NAWASCO was incorporated on 14th December 2005 with shareholding drawn 100% from Nanyuki municipal council & operates under the State Corporations General Guidelines. The Company started operations on 1st January 2007. The mandate of the Company is to provide cost effective and affordable quality water & sanitation services to the residents of Nanyuki municipality and its environs.

5 The shareholding is as follows: Town Treasurer - 1 Town Clerk (Held in trust) - 1 Municipal Council of Nanyuki - 4,996 His Worship the Mayor (Held in trust) - 1 Chairman Water Committee (Held in trust) - 1 Nanyuki Water & Sewerage Co.

9 Company’s Strategic Plan The Company has 5-year strategic plan for the period covering 2008-2013.This was developed through a consultative process that saw the participation and input of a variety of stakeholders including the LWRUA, NMC, WRMA,NWSB and MOH– Department of Public Health with assistance from SNV-Northern Portfolio

10 Company Vision & Mission Statement Vision “ To be the leading Company in the provision of affordable, good quality, adequate and reliable water and sewerage services in Kenya” Mission To enhance access to clean and safe water and sewerage services, through professional practices by providing affordable, reliable and high quality services to consumers.

11 The company’s services currently cover a total area of 141 km 2, which includes the adjacent areas of Meru and Nyeri. In addition the company is the primary water service provider for the Kenya Army, Air Force bases and the Mount Kenya Safari Club who form the bulk of NAWASCO’s consumer base.. 12 Experience to Share Cont’d The following are the main attributes to this success:- Prompt attendance to visible leaks and bursts. Team fully equipped with transport, tools & equipment for this purpose. Improved burst/ leaks response time. Line patrol programme in place.

13 Experience to Share Cont’d Active leak detection Rigorous surveillance & firm dealing with illegal connections (Bonus scheme illegal connection/reconnection reporting). Adequate stocking of repair materials Scheduled servicing of consumer meters (100% metered). Regular annual testing of all major consumer meters.

14 Experience to Share Cont’d Revenue / Collection Strict & scheduled disconnection of defaulters Regular monitoring of disconnected accounts Prioritisation of major consumers in debt collection Strict programme on meter reading, servicing and disconnections

15 Experience to Share Cont’d Efficient billing system with adequate management reports Monthly billing of consumers on actual readings with less than 5% billed on estimate Trained & equipped staff Performance based incentives Prompt reconnection upon payment for reconnection

16 Administration, Human Resources and Legal Cont’d Trained different levels of staff on various topics of change management, operations, financial management and health. The Board of Directors and the top Management have been trained on the principles of Good Corporate Governance.

17 Current Challenges Improving supply to some areas the demand outstrips the current supply e.g. Ichuga,sweetwater,Nturukuma & Like. Extension of supply to under supplied areas Augmentation of the water supply to cover the areas not properly reticulated between towns. Encroachment of the water pipeline way leave – construction on top of pipelines.

18 Current Challenges Cont’d Improvement of supply to the informal settlement areas which has been challenging due to way leave encroachment. In some of the areas, buildings have been constructed on top of the mainlines. Augmentation of the dilapidated infrastructure i.e life expired pipelines, corroded GI pipes e.t.c. Collection of old debts and institutions debts
