6 Reflecting Humanitarian Principles in evaluations Meta-analysis of evaluation practice Key conclusions  No common understanding of the Humanitarian Principles.  Only 4 % of the evaluations reviewed could be considered good practice.  No prioritization of evaluation against Humanitarian Principles  Lack of adequate guidance available.

7 Reflecting Humanitarian principles in evaluations Meta-analysis of evaluation practice What next? Clear call to:  Revisit our respective approaches to evaluation of humanitarian principles;  Develop appropriate guidance and approaches for their evaluations; and  Embed them more systematically as core elements of humanitarian evaluations.

8 Evaluation of humanitarian principles Possible way forward. Update IAHE guidance on large-scale system-wide emergencies to provide greater attention to evaluation of Humanitarian Principles Pilot evaluation of Humanitarian Principles in an emergency where there is a lesser degree of political conflict Disseminate the results of this review and facilitate on-going discussion on evaluation of Humanitarian Principles

9 Development – emergency nexus Recognized as a priority for UNEG-HEIG to reflect on this issue in light of the WHS and of the Agenda 2030. Requires additional efforts to clarify how to tackle this multi-faceted challenge and possible HEIG contribution.

10 Continued relevance of the HEIG considering:  discussions around Humanitarian Action in the context of SDGs  follow up to the WHS  confirmed interest of UNEG membership through EPE ‘humanitarian stream’ Next steps 2016/17

11  Follow up to the HEIG study on Humanitarian Principles (e.g. piloting HP analysis in evaluations; developing guiding questions on Humanitarian Principles)  Analysis and synthesis of evaluations addressing the emergency / development nexus
