In doing so, they either provide the goods consumers otherwise would not have, or act as incentives to American-based producers to keep their costs and prices down.

Many American industries cannot compete with foreign competition due to such factors as labor and environmental regulations, which raise the costs of production in America, and lower, often subsistence wages paid to foreign workers.
