4 Terms of Reference - Background BC Panorama Joint Stewardship Model and Panorama Data Governance Committee (PDGC) Principle Data Stewards from: RHAs, MoH, BCCDC, FNHSOs, Yukon Each responsible for stewarding client data associated with their organizations or due to specific classification or categorization If Panorama clients are associated to an FNHSO, that FNHSO’s Principle Data Steward is responsible for stewarding their data When data is desired by others, requests for access/use must be made to the appropriate Principle Data Stewards through established processes FNHSO Principle Data Stewards are represented on the PDGC by the “FNHSO Data Governance Committee Representative”

6 Terms of Reference – Forum Purpose Regular meeting opportunity for FNHSO Principle Data Stewards and the FNHSO Data Governance Committee Representative Discuss PDGC proceedings Review/discuss decision requests brought to the PDGC Bring updates, important info to FNHSO Principle Data Stewards Mechanism for FNHSO Stewards to bring input, direction, etc. to PDGC through the FNHSO Data Governance Committee Representative Data governance knowledge building, information exchange, etc.

7 Terms of Reference - Responsibilities FNHSO Responsibilities Compliant with their Data Governance Agreements Compliant with their Information Sharing Agreements Aligned as needed with First Nations Data Governance considering Community/Communities, Families, Nation, BC First Nations Compliant with their P&S Framework Compliant with BC privacy legislation Compliant with BC’s Software Conformance Standards, Volume 7 and 8

8 Terms of Reference - Responsibilities FNHSO Data Governance Committee Representative Consolidate pertinent information from the Panorama Data Governance Committee for discussion Bring forth discussion items and decisions addressed during the forum to the Panorama Data Governance Committee BC First Nations Panorama Support Team Coordinate the Forum meetings Support the FNHSO Panorama Data Governance Committee Representative in developing meeting agenda, supporting materials, consolidated information from the Panorama Data Governance Committee, and meeting reference notes Distribute agendas, supporting materials, etc. Advocate for First Nations representation on provincial or regional committees, forums, etc.

9 Proposed Regular Agenda Items The following agenda items are proposed to be standing items for future Forum meetings: Key topics and updates from last PDGC meeting Direction/Input Required from FNHSO Principle Data Stewards Requests for Access to Panorama Data: Requests made to PDGC from external parties Requests made to FNHSOs Requests made by FNHSOs

10 Updates from Past PDGC (April) Panorama data feed to Population Health Reporting Data Warehouse (PHRDW) To support public health responsibilities, BCCDC has developed the PHRDW to support surveillance reporting Data from Panorama will be fed to PHRDW and all existing data governance mechanisms will be respected Surveillance Policy and Procedure Document Review Overall, document seems reasonable and provides clarity regarding access to Panorama data for surveillance purposes Request to include broader, more inclusive definition of FN data beyond just “Community” or “Individual” data and to also include “Nation”, “FNHSO”, “Regional” and “Provincial” levels – request accepted by PDGC Request to include reference to PIPA legislation and private organizations (as opposed to solely referencing public body health organizations) – request accepted by PDGC

11 Updates from Past PDGC (May) Yukon-proposed changes to the ISA to support onboarding Several minor changes were required to language and structure within the ISA in order to support YK’s ability to sign on to the ISA as an additional party Most of these changes were required due to mis-matches between BC and YK legislation Data Custodianship transferred from MoH to PHSA (non-voting role) Analysis was conducted by FNHSO Data Governance Committee Representative and the FN PIP Team to assess impact to FNHSOs’ ability to effectively steward their clients’ data Overall, no risks or impacts were identified that should prevent YK- proposed changes from proceeding Some changes regarding YK collection of FN Attributes in Panorama require further discussion with YK New, more inclusive definition of Quorum adopted for PDGC where all Solution Partners require a voting member to be in attendance

12 Updates from Past PDGC (June) FNHSO Streamlined Onboarding Decision Document Decision request to enable PDGC Chairperson with the authority to approve FNHSO onboarding provided all pre-requisites are met Eliminates need for requests to come to entire committee Decision Document approved by PDGC Panorama Interfacing Systems Document Document presented to PDGC for information as decisions to enable the interfaces were made in the early stages of the Panorama initiative and were included in PIA and STRA processes Describes the various systems that are interfacing with Panorama and the data that is moving between the systems Interfacing systems: Enterprise Master Patient Index (EMPI), Provider Registry System (PRS), PARIS, Provincial Lab Info System and BC Public Health Microbiology and Reference Laboratory (PLIS and BCPHMRL), BC Early Health Surveillance Tool (BEST), Cambian
