1 OMB Circular A-16, Revised NSDI Data Themes Housing Jon Sperling HUD/Office of Policy Development & Research Housing: Department of Housing and Urban Development (HUD) HUD's database maintains geographic data on homeownership rates, including many attributes such as HUD revitalization zones, location of various forms of housing assistance, first-time homebuyers, underserved areas, and race. Data standards have not yet been formalized.

2 HUD Proposal Include existing components of Housing theme with: Cultural and Demographic Statistics includes statistics on social/ demographic/economic data as well as housing data and “data about the nature of living quarters”. The theme also includes boundaries, names, and numeric codes of geographic entities used to report information collected. Cadastral Parcel level geography provides a foundational layer and common spatial unit for real property and assets at the local level that can be aggregated to nested and higher levels of census geography for state and federal purposes. * consistent with recommendations from a National Research Council report on GIS for Housing and Urban Development (2003) recommending that HUD promote the development of a parcel data layer and other urban framework layers to create an Urban Spatial Data Infrastructure as a component of the NSDI. Existing HUD EGIS Data Layers are being made available on geodata.gov

3 Issues Current definition of Housing theme of limited use to non-housing agencies Presents Privacy Issues- data represents small segment of housing market – primarily lower income and disadvantaged populations Most of HUD’s housing data is spatially enabled through geocoding of administrative data files Even with our collaborative efforts with USDA and VA on assisted housing – small segment of housing market May lead to unnecessary duplication of effort and confusion among stakeholders (Housing, Cultural and Demographic, Cadastral)

4 HUD’s Geospatial Assets Spatial-enabling capabilities through its enterprise Geocoding Service Center. Current cross-agency geocoding capability being tested with HHS as model for geo-enabled service that supports LoB. Spatial and statistical analytical capabilities using available local, state, and federal data to support its housing and community development programs Integrative approach – Community 20/20, EGIS State of the Cities, FedStats MapStats STEWARD – Spatial/Textual Search for Documents on the Web Capabilities to support Cadastral theme (e.g., Gulf Region – linking local Parcel data with other local, State, and Federal data sets Capabilities to support Cultural and Demographic Statistics theme (e.g., housing data)
