2 What defines access to health care? Availability refers to the supply of health care services in relation to the needs of the population. Availability incorporates not just the existence of a service in a region, but also its capacity. Do services exist to meet certain health care needs? Is the capacity of these services sufficient for the population? ACCESS Availability

3 What defines access to health care? The affordability of health services is determined by both their financial cost and people’s ability to pay. Affordability is affected by income and levels of poverty but also by welfare and health insurance systems. Are people made to pay for certain services? Is everyone able to meet these costs? This might include things like opening hours, waiting times, prioritisation procedures and referral systems. Are services operating at times when people can use them? Geographic accessibility refers to the location of services in relation to the population in need and the barriers to accessing services imposed by distance, transportation, travel time and cost of travel. How far away are services from the people that need them? How can people travel to reach services, how long will this take, and what are the costs involved?
