EUROPEAN CONFERENCE OF MINISTERS OF TRANSPORT The licence is issued subject to the condition that the haulier returns with the licence to the state of establishment at the latest after every fifth transport journey without involvement of the state of establishment. Empty runs outside the country of establishment are not taken into account since they are not considered as transport operations.
