2 What is Periodic Reporting? Report from the State Parties on the application of the World Heritage Convention Including the state of conservation of the World Heritage properties located on their territories Every six years for each region Article 29 of the World Heritage Convention

4 Why Periodic Reporting? Paragraph 201 of the Operational Guidelines Four main purposes: –to provide an assessment of the application of the World Heritage Convention by the State Party; –to provide an assessment as to whether the values of the World Heritage properties for which they are inscribed on the List are being maintained over time; –to provide up-dated information about the World Heritage properties and to record the changing circumstances and state of conservation of the properties; –to provide a mechanism for regional co-operation and exchange of information and experiences between States Parties concerning the implementation of the Convention and World Heritage conservation.

7 Years of reflection Two years of reflection (July 2006 - July 2008) about the 1 st Cycle of Periodic Reporting Exercise to review outcomes of first cycle of Periodic Reporting exercise; to develop strategic direction for PR form and format; to ensure effective links between PR, SoC reports, nominations & retrospective inventory; to identify training & capacity development priorities; to identify international cooperation priorities; to prepare of the next Cycle.

8 Results of the 1st Cycle: Positive aspects International cooperation strengthened Raised awareness at all levels about the WH Convention Helped in collection of data concerning World Heritage properties Clearer picture of strengths and weaknesses of World Heritage conservation in the region/sub-regions Assessed State of conservation of many properties for the first time Enhanced regional cooperation and exchange amongst profesionnals Promoted the creation of buffer zones for many properties

9 Results of the 1st Cycle: Trends and Challenges Planning legislation specific to World Heritage - 60% of European States Parties do not have planning legislation developed specifically to protect World Heritage; - 63% of site managers would like improvements to their management systems; Lack of a follow-up programme for more than 50% of sites Lack of understanding or interpretation of the management plan concept and implementation Lack of institutional memory Inadequate funding and capacity-building Gaps in conservation techniques and skills Divisions between local and central governments

20 The meeting included a capacity-building component on the management of cultural World Heritage properties. It was hosted by the Romanian authorities and co-organized with the World Heritage Centre and ICCROM. 21 Workshop on the Periodic Reporting process for World Heritage Site Managers of the South-Eastern Europe Region Sibiu, Romania, 15-17 May 2012 -An opportunity to share experience and discuss challenges in the day-to-day management of sites in the region and excellent network building opportunity. -Such direct trainings on World Heritage procedures were considered important for the proper management of the World Heritage properties, above all by providing concrete examples for World Heritage processes such as paragraph 172 and the Heritage Impact Assessments. -Participants presented case studies showing the link between the retrospective Statements of Outstanding Universal Value they drafted and their management strategies. -Participants were trained on the principles and modalities of implementation of the Second Cycle of Periodic and the revised Periodic Reporting questionnaire (Section I and II) was introduced with Q&A sessions. -Presence of the Advisory Bodies (ICCROM and ICOMOS International) was welcomed as a chance to receive live feedback. 22 Periodic Reporting Meeting for Nordic, Baltic, Western and Mediterranean Europe and German Site Managers Berlin, Germany 24-26 September 2012 The aim of the meeting was to prepare the National Focal Points (Group A) for the organization of national workshops and to be able to act as trainers in further seminars with national authorities and Site Managers to facilitate the completion of the Periodic Reporting online questionnaire, thereby ensuring capacity-building and involvement of stakeholders at national level.

23 Second Cycle of the Periodic Reporting Exercise Periodic Reporting Meeting for Nordic, Baltic, Western and Mediterranean Europe and German Site Managers Berlin, Germany 24-26 September 2012 Statements of Outstanding Universal Value lie at the core of the management and the conservation of each World Heritage site. The Periodic Reporting exercise is an excellent opportunity for the exchange of information between stakeholders. The exercise is not an individual one, but is based on participation. The wide dissemination (and translation) of the “Periodic Reporting Handbook for Site Managers” is strongly recommended. The existing Road Map is still being followed. Additional financial support for the implementation of the Second Cycle of the Periodic Reporting exercise is very welcome. Outreach to broader communities was proposed as a possibility to address the urgent need for fundraising. It was suggested to produce an easy-to-understand document addressing follow-up actions to the Periodic Reporting exercise suitable for Site Managers‘ daily context.

32 Periodic Reporting Exercise : Follow-up –This is a substantial peace of work, and it will consume a lot of our time and resources. What’s in it for you? Unique opportunity to lift issues on the international arena The future action plan will be based on your input Be proactive: establish and use national and regional networks to work specifically on the common issues of your countries, sub-regions and across site typologies –Follow-up is a State Party responsibility –Follow-up should ideally be included in national planning and budgets before the Final Report is adopted in 2015

33 Periodic Reporting Exercise : Questions for discussion How should the data analyzed and utilized? How to best ensure involvement of States Parties in the analysis? How to effectively use this exercise by the States Parties in view of undertaking a national analysis or elaborating a World Heritage programme? What should be the methodology for drafting the Action Plan? Will your country undertake a national analysis of the data and/or elaborate a national strategy/programme? If yes, how would you like ideas from your National programme to be fed into the Regional programme? How to best ensure cross-cutting transnational, regional and sub-regional cooperation and networks?
