3 GSA Global Supply Working in partnership with DOD to furnish supplies GSA was created in 1949 to leverage the buying power of the federal government for things like supplies and real estate In 1971, GSA and DoD entered into an agreement to eliminate avoidable overlap between their respective supply systems. This agreement divided the management of consumable items between GSA and the Defense Supply Agency (DSA, now Defense Logistics Agency).. GSA Global Supply is a part of the Federal Acquisition Service and is the Government to Government Supply source for commodities (office supplies, tools, housewares, etc.) that GSA is assigned under the 1971 Agreement. 3

4 GSA Global Supply – A Government to Government Wholesale Supply Source FAR 8.002 Priorities for use of Government supply sources. ➢ (a) Except as required by 8.003, or as otherwise provided by law, agencies shall satisfy requirements for supplies and services from or through the sources and publications listed below in descending order of priority— i.Agency inventories ii.Excess from other agencies iii.Federal Prison Industries, Inc. (UNICOR) iv.Supplies which are on the Procurement List maintained by the Committee for Purchase from People who are Blind or Severely Disabled v.Wholesale supply sources, such as stock programs of the GSA (GSA Global Supply), DLA or VA 4

5 GSA Global Supply – A Government to Government Wholesale Supply Source GSA Global Supply has already procured the most in-demand products on the government's behalf, meaning that your order is a simple requisition between agencies. Requisitions satisfy all Federal Acquisition Regulation (FAR) requirements, including trade agreement policies, socioeconomic goals, AbilityOne mandates, and executive orders. Place a requisition via DoD Activity Address Code, Civilian Activity Address Code, and/or Government Purchase Card. 5

8 Goals of Strategic Sourcing Lower Cost for Customers Heightened competition Use of reverse auctions and ongoing price competition Better Service Relatively small pool of winning vendors Greater consistency on delivery, labeling and more EDI connections for speed and transparency For GSA, streamlined vendor pool eases administration and lowers operating cost, adding to customer savings. 8

9 Structure of “Requisition Channel” GSA Global Supply is based on customer requisitions, or gov-to-gov purchasing Despite role of vendors in packing and shipping, your purchases are from GSA GSA Global Supply is not the same as GSA Schedules GSA Global Supply: Accepts and processes customer orders, regardless of method (phone, fax, online or STRIP) All ordering methods still work – customer chooses most convenient one Billing is by GSA Global Supply GSA provides customer service (status, discrepancies, billing edits) 9

10 Organization of the Products Three categories established for bidders: General office products (staplers, clipboards, binders, etc.) Paper products – office only (no paper towels) Toner products Market basket (MB) Mandatory items (high demand) vendors must offer Supplemented by non-MB NSNs they can offer Invited to supplement further with part numbered items in that category (standard prefix is “OSR” Awards made in summer 2015 and “go live” was October 2015 10

11 Underlying Assumptions Ongoing commitment to AbilityOne concept: All bidders had to be authorized distributors of AbilityOne (Skilcraft) items No “Essentially the Same” items – commercial equivalents are not offered by GSA Global Supply Ongoing commitment to small business 5 of 6 winning bidders are small business One is SDVOSB Goal was never to simply outsource whole category to one large business 11

13 GSA Operational Tweaks To achieve the cost savings and allow vendor partners to function successfully, GSA set a $28.75 minimum order threshold Minimum is largely irrelevant for paper and toner categories as most items exceed that cost Orders below $28.75 are held by GSA systems an extra 24 hours for possible consolidation, to exceed the minimum If still below $28.75, it will cancel with C8 coding o C8 = Rejected, requisition below minimum QTY 13

14 GSA Operational Tweaks Large Orders (over $4,025 for general and office, $3,450 for toner) are processed manually to allow both bidders to reverse auction and “win” the order Orders between $28.75 (per vendor) and “large” status process automatically and electronic purchase order flows to relevant vendor(s) for immediate fulfillment Processing of all orders, small to large, will be enhanced with July 1 of new order processing system by GSA 14
