2 AB447 (2015) Sec. 4 states: “State Board of Education may provide for the evaluations of counselors, librarians and other licensed educational personnel, except for teachers and administrators and determine the manner in which to measure the performance of such personnel, including, without limitation, whether to use pupil achievement data as part of the evaluation.”

3 Q UESTIONS TLC C ONSIDERED Which OLEP should be included in a statewide performance evaluation system? Which should be evaluated using a district evaluation? Of those in a statewide system how could they be grouped? Student performance data for OLEP ? Yes/No If so, what data should be used?

6 M OTION #1 Option 1 – TLC Recommends: Statewide performance evaluations be developed for each of the following: school nurses, school psychologists, school speech language pathologists, audiologists, school social workers, and school counselors, based on their respective national association standards. All other licensed educational personnel (TOSAs, PFs, coaches, consultants, etc.) are to be evaluated using evaluations approved by district board of trustees based on role/function, but must include student outcome data based on role/function. Option 2 – NDE Recommends: District board of trustees develop evaluations for each of the following: school nurses, school psychologists, school speech language pathologists, audiologists, school social workers, and school counselors, based on their respective national association standards. All other licensed educational personnel (TOSAs, PFs, coaches, consultants, etc.) are to be evaluated using evaluations approved by district board of trustees based on role/function, but may include student outcome data based on role/function.

7 R ECOMMENDATIONS FROM TLC OLEP GroupPracticeStudent Outcomes School Librarians hold base teaching license NEPF Instructional Practice Teacher Standards modified to allow for the collaborative/consultant role Professional Responsibilities Standards based on national association standards Equal weighting of Instructional Practice and Professional Responsibilities Same as NEPF Group 2 Teachers (non-tested grades and subjects)

8 M OTION #2 TLC and NDE Recommend: A statewide performance evaluation for school librarians be developed and recommended to the State Board, using the TLC recommended criteria for practice and student outcomes.
