Parks & Recreation, Community Services Division Recommendation: Reduction in Capacity Reduce number of permit picnic areas from 7 to 5 Maintain 2 large picnic areas (250 persons) Combine picnic areas to create 3 smaller capacity areas (110 persons/site) Overall capacity of permit areas would be reduced to 830 persons which equates to 207 cars Allows for un-permitted use of 92 persons which equates to 23 cars

Parks & Recreation, Community Services Division Recommendations: Park Rules Permit Space Recommendations Establishing booking restrictions based on site utilization Large portable BBQ pits will not be allowed. –Users will be required to manually transport any BBQ to the permit site unless approved as a condition on the permit No un-authorized vehicle access outside the designated parking areas will be permitted The use of amplified devises is not allowed including –loud amplified music, PA systems or megaphone

Parks & Recreation, Community Services Division Recommendations: Park Rules Catering/Vending trucks –Ice cream/hotdog vendor type vehicles are not permitted under current parks by-law –Group organizing and selling food will be allowed subject to health department approval –No preparation or serving of food from the parking lot area will be allowed Permit rules will be updated on brochure and on back of permit to reflect these changes

15. Parks & Recreation, Community Services Division Communication Strategy Staff will contact past permit holders to outline changes in the picnic areas and rules Advise users of conditions/restrictions and consequences for non-compliance with rules Permit rules will be attached to permits Provide signage identifying picnic site and park rules Provide list of permits to Transportation/RPM Departments

16. Parks & Recreation, Community Services Division Future Park Planning Parks, Recreation and Cultural Master Plan Lowville Park Master Plan to be undertaken in 2012 (Feb/March/April) Community consultation will be extensive throughout project Focus on: –Environmental Interpretation –Trail Connections –Park Programming – including winter programming –Long Term Building Needs
