2 CHSLD History and Operation Formed in 1970s under Illinois State Street Lighting Statute Separate District inside DuPage County Not Lisle Township Not City of Naperville Administered by 3 Volunteer, Unpaid Trustees Appointed by County Chairman 2-3 year term Most have served for multiple Terms Electric Power by Com Ed Repairs by Pinner Electric

3 CHSLD Legal Basis Illinois Statute (70 ILCS 3305/Street Light District Act Rules for formation (passed in 1970) Specifies 3 Trustees appointed by County Chairman (2-3 years) !! Specifies Budget and Levy filing rules Specifies rules for bond issues Specifies rules for extraordinary levy referendum Specifies maximum annual payment to Trustees ($300) (NEVER TAKEN!!) Allows cessation of district by majority of Trustees

15 Further Steps on Proposal County is asking for at least majority support from homeowners Special effort may be required to reach out for more responses Returns overwhelmingly support proposal so far If successful, work with County on details on implementation
