Roadex meeting 2016, Oslo Challenges and activities with low volume roads management in Estonia Taavi Tõnts Estonian Road Administration / Leading engineer of Road Development Department 05_06.04.2016

European transport volumes High volume roads European road network, the annual volumes (million tonnes) Average length of haul is less than 100km ERTRAC for Road Transport 2030+ Scenario "Road to Implementation" 2009y

Western European geological bedrock (1967a card) Violet - limestone RED- igneous rock Pink - sands Bedrock map shows: 1) What are the natural geological conditions of the road for long term lasting; 2) What is dominating among local building materials for roadbed and pavement.

European geological bedrock

European Average Annual Min Temperature

ERA research goal: to continue optimal investment and maintenance in EU EU (Estonia) 1km road investment and maintenance funding

EU (Estonia) road+rail investments chare of GDP

Estonia's main highway strength on 2010y map (Emod, MPa, spring time) <200 MPa is 16% of highway sections, and <270 MPa is in total 48% highway sections. Emod distribution

Road frost measurement (see. the animation) Air: Road: Ice cap, on top of it is water bowl – makes road base soft – bearing capacity suddenly disappears.

Information connected with pavement The frost measurements in every 15 county

In case of wintertime 52t timber transport: Min 6. axles ≥0,5m frozen roads Applying in VELUB portal Heavy traffic impact to pavements (winter time) Wintertime transport if 0.5m is frozen (ca 10x higher MPa)

Heavy traffic impact to pavements (spring time) Mass restrictions on 14.04.15 (low volume roads)

Heavy traffic impact to pavements (spring time) In case of mass restrictions still possible many corridors for 52t, (14.04.15) YEAR-ROUND 52t timber transport : Min 7. axles Double tires GPS positioning Applying in VELUB portal

Emod (FWD) Information connected with pavement The frost, moisture and defect correlation studies

Year-round timber transport allowed for 52t (min 7 axles) and in case of 48t (min 6 axles) Municipalities may delegate Road Administration on their roads to allow 52t SmartRoad (TarkTee) „Violet network“ Heavy truck traffic impact to safety and society Most important changes in regulation:

Municipalities interface Self restriction management Restrictions can be „drawn“ to the map Driving root more accurate calculation Restrictions will be taken account Takes account weight and hight restrictions GPS positioning Real time timber transport monitoring (restricted roads and bridges avoidance automatic control) Future directions TarkTee (SmartRoad) and future:

Current status of heavy vehicles in Estonia The vehicles weighing statistics in March 2014y.

Current status of heavy vehicles in Estonia 52t, 7 axle influence to road construction.

Heavy traffic impact to pavements Double tires positive impact to pavements Single tires Double tires Double tire’s impact to pavement is significantly lower than single’s

Heavy traffic impact to pavements 5-axle (manily single tires ) increase in Estonia 2001_2013y

Heavy traffic impact to pavements 0,6MPa  0,9MPa + single tires impact  new reduction factors since 2016y:

Pavement comparisons around Baltic sea, 2011y

Pavement comparisons around Baltic sea_BRA roundtable 2015y

Future directions Monitoring: Preliminary it is decided to monitor during 3 coming years the impact to: roads, bridges, traffic environment etc. After 3 different year data collection (different climate etc) can be analyzed and seed, if there are any negative impacts, and how big they are, if at all. After analyze it can be seed, if it is possible to continue the special vehicle program. For monitoring it can be used nowadays „invisible moving“ weighting systems, what are situating under the bridges. The weights are accurate enough to analyze statistical differences and to give to Police warning signals for possible overloads. Also at the same time the bridge conditions can be analyzed.
