3  European Commission's position paper recommendations: Financial priority should be given to the railway sector, in particular, to construction of a new fully interoperable higher speed railway connection to Central Europe, electrification and upgrading of the existing TEN-T core and comprehensive rail networks, including purchase of modern rolling stock. Development of multimodal and interoperable nodes. Integrated and low carbon public and urban transport systems. In relation to the road network, the priority should be completion of missing links in the TEN-T core road network and enhancing regional mobility through connecting secondary and tertiary nodes to TEN-T infrastructure. 4 NDP2020 priority “Growth of the National Economy”  Priority strategic objective “Outstanding Business Environment” In cooperation with the private sector, the state makes investments in the transport infrastructure, which is crucial for business activity nationally and internationally. This is done not merely as a way of rationally taking advantage of the country’s favourable geographic position, but also to boost Latvian businesses in supplying competitive products and services to foreign markets. Multi-modal transportation corridors play an increasingly important role in transit – consisting of transit roads, the railway and ports. The electrification and modernisation of transportation corridors allows more and more goods to be shipped through such corridors and facilitates the development of new processing and service industries in Latvia. 5 Strategy 2030  The development of the infrastructure of motorways, railways (TEN-T), ports and airports of international significance has a substantial role in improvement of external accessibility of Latvia.  It would ensure the possibility for Latvia to develop successfully as a significant transit country, the bridge between the EU states, Asia, Russia and the nearest neighboring countries, as well as to serve as a link between two economic regions of Europe – Eastern Europe and Northern Europe. 9 Targets  Transport policy target is competitive, sustainable, co-modal transport system which ensures high quality mobility, effectively using resources, incl.EU funds.  Vision of sustainable transport system:  high quality transport infrastructure (roads in good condition, electrified railway, comfortable TEN-T linkage with cities, airport „Riga” as central air traffic point in the region)  high traffic safety level  transport and logistics services, which ensure workplaces and provide significant contribution to increase of services export volume  accessible public transport which ensures accessibility on the whole territory of Latvia (comfortable, single public transport system, achieving inter-coherence of bus and railway transportation) MINISTRY OF TRANSPORT OF THE REPUBLIC OF LATVIA

10  Road network still have the main role in the provision of internal accessibility. Density of road network is sufficient it ensures availability from any populated area to the nearest administrative centre, links administrative centres with each other as well as with the capital of the country. However, its quality is not sufficient as approximately half of roads with asphalt pavement and gravel pavement are in bad or even critical condition.  Therefore the priority in respect of the road network will be ensuring quality TEN-T core road network as well as enhancing regional mobility through the renovation and reconstruction of the existing infrastructure.  TEN-T core road network should be to strengthen state main road surface in order to increase its servability (increase levelground and bearing capacity, decrease traffic accident risk), and ensure investment efficiency within the designed surface lifetime – 20 years.

11  Reconstructed road sections allow reducing the duration of trip also in the public transport. Thereby the availability and accessibility of services (education, health, social, culture, entertainment etc.) and work places will be ensured for rural inhabitants. 14 Other related measures  Related tasks for road construction activities: (1) Continuous improvement of Road construction quality – in general in Latvia adapted EU standards are applied (material testing methods)  EU standartisation organisation improves these standards every 5- 7 years and these amendments are assessed against LV situation  LSR continues work in tasks for EU Standard adaptation; LV Standard improvements, improvement of road construction technical specification (2) Establishment of foreseeable financing model for road infrastructure from state budget resources/proportion of revenues from excise duty tax payments and transport payments to ensure sufficient periodical maintenance and reconstruction MINISTRY OF TRANSPORT OF THE REPUBLIC OF LATVIA

15 Other related measures  (3) NDP foresees PPP as one of the options for investment financing. 19 Activities for 2014.-2020.  NDP2020 objective - ensure convenient and safe access to development centres, including achieving good driving quality on the roads connecting national and regional development centres and greater availability of public transportation by creating an efficient and balanced public transportation system  Transport development guidelines for 2013-2020 (draft) goals –  reconstruction of the national roads (to further aggravate the condition of roads and ensure road preservation and development of long-term planning stability)  the public transport system adjustment (will provide better accessibility, more efficient use of financial resources, the priority use of railway transport) to ensure an opportunity for all residents to get to the county center, to visit the schools, get workplaces state and local government institutions in the its normal working hours by public transport. 20  Investment priority “Supporting a multi-modal Single European Transport Area by investing in the Trans-European Transport Network”  Investment priority “Enhancing regional mobility through connecting secondary and tertiary nodes to TEN-T infrastructure”  Expected results – activities will provide people with more equality of living and working conditions, accessibility to services and mobility.  Total length of reconstructed or upgraded main roads (TEN-T) – 345 km  Reconstructed or upgraded regional roads total length – 574 km  Reduction of the length of main state and regional paved road segments in a poor or very poor condition by 50%  Motor transport operating cost savings: the main roads – 31.58 mill EUR / year regional roads – 8.6 mill EUR / year  Synergy – activities will provide preconditions for the development of business activity and new job creation in the manufacturing and services sector in the regions. 21  Transport development guidelines for 2014-2020 (draft) in addition to the road network activities offered from Cohesion Policy funds in next MFF foresees the state and local government budget funding investments in the national road network maintenance and restoration. Moreover the investments are planned for organisation of public transportation services in a single bus and rail network, providing rural residents with the possibility of reaching regional development centres and, from there, the national development centres and the capital (connections from parishes to the 21+9 at least twice daily). 23 Ports  Three big ports (Ventspils, Riga and Liepaja) are operating in Latvia  their proportion in total cargo turnover is 75.2 mill.t (98.2% )  seven small ports (Engure, Lielupe, Mersrags, Pavilosta, Roja, Salacgriva, Skulte) total cargo turnover is 1,4 mill.t. (1.8%)  Investment in port development is a logical continuation of investments made in road and rail infrastructure, as it will provide multi-modal infrastructure, which will facilitate the development of related industries  Freight transit has a vitally important role in the Latvian economy (Total revenue for transit cargoes (4.4 % of GDP in 2011). It makes up about 1/3 of the total exports of all types of services. 27 Activities for 2014.-2020.  Investment priority “developing environment-friendly and low-carbon transport systems and promoting sustainable urban mobility, including river and sea transport, ports and multimodal links”  Compliance with the White Paper target - 30% of road freight over 300 km should shift to other modes such as rail or waterborne transport by 2030, and more than 50% by 2050, facilitated by efficient and green freight corridors. To meet this goal will also require appropriate infrastructure to be developed.  Expected activities – only basic public infrastructure  Riga port - reconstruction of east and west breakwaters, development of new territory beyond the west breakwater. Reconstruction of access channel for ships entering the port that will provide handling for high- tonnage vessels.  Port of Liepaja - harbour breakwaters reconstruction to prevent sand - silt entering the port area in order to improve maritime safety and railway infrastructure development. 28  Port of Ventspils - development of the access roads to the Ventspils Freeport existing terminals and industrial zones, piers and breakwaters reconstruction in order to improve maritime safety  Ensuring the maritime safety in winter navigation period in small ports - Mērsrags, Roja, Salacgrīva and Skulte.  Measurable outcomes for the activities - cargo turnover in the major ports – 116 million tonnes in 2020. (base value – 67.4 million tonnes in 2011)  Synergy - Activities promote to improve the competitiveness of Latvian products and services and to increase their export volumes. 32  The international airport “Riga” is dominating in the Baltic States (number of passengers served at Tallinn and Vilnius in 2012 is around 2 mill. each, that is hardly a half of the amount served in Riga  The international airport “Riga” is turning out not only as an important destination of direct routes, but also as a significant transit airport for further flights to Central Asia and CIS countries  Air cargo at Riga airport have steadily increased despite the economic recession, growing from 12,294 tons in 2010 to 32,953 tons in 2012, which is also the sound indicator of the significant role of Riga airport and its impact to the growth of economic. 33  Investment priority “Supporting a multi-modal single European transport area by investing in the Trans-European transport network“  Compliance with the White Paper target - A fully functional and EU-wide multimodal TEN-T ‘core network’ by 2030, with a high quality and capacity network by 2050 and a corresponding set of information services.  Targets  Provide safe, high quality and accessible air transport services  Develop airport infrastructure  Promote passenger traffic growth, expanding flight network and maintaining attractive pricing policy  problem to be solved  The international airport “Riga” existing 23 departure passages to aircraft are unable to operate the number of passengers over 5 million, number of passengers served in 2012 - 4.7 mill., as well as necessary separate Schengen and non-Schengen passenger flows. 37 Context of Riga Mobility plan  Riga and Pieriga Mobility Plan (RPMP) Objectives:  develop an efficient, attractive and competitive public transport system, with priority for electric and railway modes. the motivation for this objective is to develop a sustainable system providing good accessibility, limiting traffic hindrance, improving traffic safety and reducing environmental burden of traffic. With the priority for electric modes local environmental impact from the transport can be limited  create a coherent network with clear road and street classifications and prioritisation of modes, by eliminating bottlenecks in the road and street network. currently, the network has weak and missing links leading to fragmentation and bottlenecks in the traffic flow. 38  increase the level of road safety, without hampering accessibility.  provide multi modal accessibility to different places. multi modal accessibility is necessary to provide optimal choices for trip making and to make the transport system less vulnerable for incidents. Multi modal accessibility can be achieved by providing facilities for all modes in an integrated transport system with sufficient transfer possibilities;  ensure good and reliable connections between the Riga Freeport, Riga and other national and international (TEN-T) transport infrastructure networks. with good connections further economic development is enabled. 41 Railway network  Total length of Latvian railway network is 1 896.9km  319.5 km are dual railway  257.4 km – electrified  dominant turnover east-west railway corridor  strengths - common railway system with neighboring countries (1520 mm) - CIS as well as Asia  north-south railway corridor  weaknesses - difference between rails width on the LT/PL borders (1520mm/1435mm) which restrict traffic geographical coverage  opportunities - Rail Baltica project  inland freight transport  freight carriage not competitive with the road transport, role of road transportation in inland transport is dominant. 46 Latvian railway network electrification  In Latvia, during the last years in freight and passenger transportation as well as public use railway infrastructure the following problems have intensified:  Depreciation of rolling stock: diesel-electric locomotives (freight carriages) and electric trains (passenger carriages);  Depreciation of power supply equipment (that is a part of public use railway infrastructure) in electrified sections;  Increase in transportation costs due to rapid increase in diesel price. Latvian railway network electrification can solve the above mentioned problems. The existing DC network for passenger traffic will be renovated and converted to AC system and the high priority line sections for freight traffic will be electrified using the AC system. The electric passenger rolling stock will be replaced by modern AC units and the existing diesel locomotives for freight traffic will be partly replaced by AC electric locomotives. 50 Activities for 2014.-2020.  Compliance with the EU2020 targets - support the shift towards a low carbon economy, increase the use of renewable energy sources, modernise our transport sector and promote energy efficiency.  Compliance with the White Paper targets - optimising the performance of multimodal logistic chains, including by making greater use of more energy-efficient modes.  NDP2020 objective - The electrification and modernisation of transportation corridors allows more and more goods to be shipped through such corridors and facilitates the development of new processing and service industries in Latvia. Multi-modal transportation corridors play an increasingly important role in transit – consisting of transit roads, the railway and ports.  The railway network electrification has been established as one of the national priorities for the next programming period. TEN-T multi-annual program have approved preliminary design of Latvian railway network electrification project to ensure project preparedness for the new programming period. 51  Investment priority “Developing and rehabilitating comprehensive, high quality and interoperable railway systems”  Expected activities  Latvian railway network electrification - the approximate project cost - 386 mill/LVL the indicative funding from CEF – 70 mill/LVL  Implementation of the single train planning and management system - Ensure all of the operational public railway infrastructure monitoring and operational train control decision-making, to develop and maintain electronic goods and passenger train timetables. As well as providing a unified, automated train dispatcher work process.  Reconstruction of the major railway junctions (Riga and Daugavpils railway junction modernization) - morally and physically obsolete equipment replacement and the modernization of basic infrastructure, which will prevent the East - West corridor bottleneck Daugavpils railway junction, making the train - the transfer station to be carried out at the customs procedures. Triple the length of the existing high-speed rail network by 2030 and maintain a dense railway network in all Member States. 54 Rail Baltica II – new European standard gauge line  Rail Baltica II project aims at ensuring a safe, fast and high quality connection between the Baltic States and the major economic, administrative and cultural centres of Western Europe.  Interoperability with Polish and German 1435mm gauge network is an important aspect of the project as a whole because international traffic in the North-South direction with the present 1520mm gauge rail network in the Baltic States is very inefficient and not effective.  The key features of the project:  Overall length of new track 728km (Latvian section – 235km)  The route is a mixed traffic conventional route, with a maximum design speed of 240 kph  Journey times between Tallinn and the Lithuanian/Polish Border  Passenger 4.13 hrs (4hrs:8mins)  Freight 10.38 hrs (10hrs:23mins)  Average speeds  Passenger 170 kph  Freight 68 kph

56 Rail Baltica II – new European standard gauge line  In order to ensure project’s preparedness Ministry of Transport in January 2013 launched tender on detailed technical study and environmental impact assessment. The aim of the detailed technical study is by 2015 to determine precise location of planned railway line on the territory of Latvia, including connections with the port and the airport and to carry out necessary studies and preliminary works for commencement of preparation of technical design of the railway line, land expropriation and construction.

57 Connecting Europe Facility  new integrated instrument for investing in EU infrastructure priorities  CEF proposal defines potential strategic projects on the TEN-T core network  CEF proposal identified core corridor “Baltic – Adriatic” defines support for high speed railway line “Rail Baltica” with rail – airports/ports interconnections, rail-road terminals and Motorways of the sea  East-West rail network (Latvian railway network electrification) corridor and Via Baltica road are also identified as CEF priorities. 58 Rail Baltica II – new European standard gauge line  If the funding is granted within the Connecting Europe Facility only then during the period 2015 - 2022 implementation of activities related to the construction of the main line will take place, namely:  connection to the Riga International Airport and port (including terminal construction for railway input)  Daugava River crossing (railway bridge) in Riga City territory  multi-modal bridge construction (Saulkalnes crossing - section of E67/A5 from the A4/A6 junction to Ķekava Bypass)  starting the base line construction (including land purchase)  The indicative necessary funding from CEF – 840 mill/EUR  Expected result in 2030 - number of international railway passengers, thousand per year – 2.3 mill.
