18 Impact of Senate Bill 7 In September 2011 the State of Michigan enacted the Publicly Funded Health Insurance Contribution Act (PA 152) which was effective in January 2012. PA 152 created a formula to calculate dollar limits (or a “hard cap”) that a public employer can pay for annual healthcare costs. The public employer could opt not to adjust benefits so premiums fall within the hard cap and instead share premium costs with employees on an 80/20 basis. The 2016 hard cap amounts have been adjusted to $6,142 for employee only coverage, $12,845 for employee plus one coverage, and $16,751 for family coverage.
