4 Welcome and introductions The Mental Health Crisis Care Concordat is a shared agreement made by over 20 national organisations about how we respond to people in mental health crisis

6 Concordat: The joint Statement “We commit to work together to improve the system of care and support so people in crisis because of a mental health condition are kept safe and helped to find the support they need – whatever the circumstances in which they first need help - and from whichever service they turn to first.”

7 What is the Concordat? What should I expect if I, or the people who depend on me, need help in a mental health crisis? The Concordat is about joining up service responses to people who are suffering from mental health crisis to improve outcomes for people. What would your local population expect?

8 What is the Concordat? Last year the number of people taken to police cells as places of safety fell significantly. In 2013-14 police officers took 6,028 people to police stations. This figure is a reduction of 24% from the total of 7,761 for 2012/13. In the West Midlands, you managed a 90% reduction: In 2012/13 - 50 people went to police cells under section 136. In 2013-14 - just 5 cases. 1,255 people taken to health based places of safety last year

9 Street Triage More than half of all police forces are now running a street triage service: 9 DH funded pilots Extended to 26 out of 39 forces in England and Wales Early data starting to show: The number of people being detained under section 136 has dropped by an average of 20 per cent. Variable, with Sussex seeing a 12% decrease and Oxfordshire a 38 per cent decrease. Birmingham pilot started January 2014. Attended 1590 incidents to conduct assessments and has nearly halved the number of s136 detentions - 263 (previously 563 in the corresponding months the year before)

10 Making the Concordat a reality We have work under way The Department of Health and Mind are supporting local implementation NHS England are taking forward their commitments as part of their Parity of Esteem programme, and are developing a Crisis Care Delivery Framework Association of Ambulance Chief Executives - have introduced a protocol for ambulance responses CQC – have surveyed and mapped health based places of safety and published a review of Mental Health Crisis Care
