A · Social Regulations contribute to Road Safety and Protection of Drivers. · Harmonized Implementation and Enforcement of Social Regulations enable Fair Competition between operators and between nations. · Modern Technology supports the Observance of Social Regulations by drivers and operators and delivers Data for Improved Transport Management.

A · The EU (now 15 and soon 25 Member States) introduced harmonized Social Regulations and standardized Recording Devices (Tachograph) more than three decades ago with very favorable results. · 26 Eastern European Countries adopted these rules for boarder crossing transport of goods and passengers in the so called AETR- contract. · The European map (picture 1) shows that the European Transport Business is working under the same Social Regulations and the same Tachograph technology. · The benefit for Road Safety can be shown for Germany by comparing the development of accidents of trucks and passenger cars after the introduction of Social Regulations and mandating the Tachograph as Recording Device (picture 2).

A · Economic co-operations between nations are formed to ease and promote inter-state commerce and transport. · For the transport sector of such common markets harmonized Social Regulations are a must. Labor costs are a dominant factor. Lack of harmonization of Social Regulations leads to unbalanced competitive conditions, exploitation of drivers and risks for Road Safety. · Regions where harmonized Social Regulations should be or are under investigation are: NAFTA Mercosur(picture 3/ Map of NA and SA) · Our hosting country Japan has similar rules for Social Regulations and Recording Devices as the European Union. USA has comparable Social Regulations but no rules for electronic Recording Devices (picture 4)

A · There are 4 conditions for such devices: 1. Recording of relevant data like driving and rest time, mileage driven, speed and identification of driver and vehicle for a sufficient period 2. Easy to use for drivers, operators and enforcers 3. High level of security against manipulation 4. Standardization to ease the handling for the enforcers, drivers and operators · The new digital Tachograph that is introduced in EU this year meets these conditions (picture 5/DTCO). · It could serve as a basic technology for other regions like NAFTA and Mercosur. · This new digital Tachograph is a technical platform prepared for expansion for Tolling Functions and Telematics. · Finally I want to state that Recording Devices or Tachographs are fully accepted by drivers and operators in the countries where they are in use. They help to improve the image of the transport industry.
