3 21-05-xxxx-00-0000 Background In the IEEE P802.21/D01.00 draft MIH_Handover_ Initiate.request and MIH_Handover_Initiate.response primitives are defined for negotiating the initialization of the handover process. According to the description in the current draft, the terminal can initiate a handover and suggest a new target network and PoA by the parameter “SuggestedNewLinkIdentifier ” and “SuggestedNewPoAIdentifier” in the MIH_Handover_Initiate. request, but the peer MIHF can change the suggested network and PoA by “PreferredLinkIdentifier ” and “PreferredPoAIdentifier” in the MIH_Handover_Initiate. response. In the end, the handover may be performed according to the preferred network and PoA but not the suggested ones by the terminal.

4 21-05-xxxx-00-0000 Background In 3GPP TR 22.936 (Multi System Terminals, 2005- 07, Release 7), a manual switching use case for multi system terminals is mentioned and the user manual selection mode should be supported by the multi system terminals according to the section 4.2 Case 1 - Manual switching. If a manual handover takes place and the user has selected a target network type and PoA in MIH_Handover_ Initiate.request, according to the IEEE P802.21/D01.00 draft, the peer MIHF can replace the suggested network type and PoA with the preferred network type and PoA and complete the handover. Therefore the terminal may switch to a network which has not been selected by the user. This is not what the user expects and may puzzle the user.

5 21-05-xxxx-00-0000 Background A method to solve the problem mentioned before is that the MIHF that sends the MIH_Handover_ Initiate request may ignore the preferred network type and PoA in response and still use the selected by itself in user manual selection mode. But this will decrease the efficiency of handover initialization. The MIHF that receives the MIH_Handover_ Initiate request may take unnecessary time to make handover preparation for PoAs that are not what the user expect to switch to. A new parameter named “SuggestedUnchangeable ” may be defined in the MIH_ Handover_ Initiate.request to indicate whether the suggested network type and PoA can be changed during the initiation of the handover.

6 21-05-xxxx-00-0000 Background The peer MIHF that receives the MIH_Handover_Initiate request will select the preferred network type and PoA according to the parameter SuggestedUnchangeable. In user manual handover mode (The SuggestedUnchangeable is not zero), the peer MIHF will make handover preparation based on the network type and PoA suggested by initiator and will not provide the different preferred network type and PoA. This will not only accord with the requirements of user, but also improve the performance of handover. The time for preparing the handover candidates can be reduced and it will be useful to accelerate the handover initiation.
