2 DSRIP Application Overview NY DSRIP Application – requires average score of 60% or higher Organizational Application 30% weight of the total application score 9 sections with different weighted percentages Requires about 75 double spaced pages of narrative total Project Plan Application 70% of the total application score 10(11) project plans with unique requirements for each projects (require at least 50% for each project to pass); possibility of 11 th project Each plan ranges from 1,750 to 3,500 words, or about 7-14 double spaced pages

3 DSRIP Application Requirements 1.DSRIP Application contains two major components: ◦The Organizational Application (1 per PPS) ◦The Project Plan Applications (1 per project) 2.Timeline: The DSRIP application is due 5pm on 12/16/2014 3.Scoring: the whole application requires a minimum average of 60% to pass. Each individual project plan must score at least 50%.

4 Application Scoring Mechanism Application score = Organizational Application Score + Project Application Score Organizational Application ◦Scored by 5-7 independent evaluators ◦Scores will be aggregated into a Median, Average, and Trimmed Average ◦Highest of the 3 will be selected as the score Project Application ◦Subjective section – project description and justification responses ◦Objective section – quantitative information such as patient served, number of beds, etc. ◦Objective section is scored relative to other PPS. Higher score is assigned to PPS with better response.

5 Score and Project Valuation Project value = [PMPM] x [# of beneficiaries] x [application score] x [DSRIP months] ◦PMPM – per member per month reimbursement value predetermined by the DOH ◦# of beneficiaries – number of Medicaid lives affected by the project ◦Application score – sum of weighted Organizational application score and weighted project application score ◦DSRIP months – the duration of the project Low application score can significantly reduce the dollars available from the New York DSRIP pool for the next 5 years!
