Shall Collaborate with Office of e-HIT in development, implementation and oversight of HIT plan. Section 8. Office for the Development, Implementation and Deployment of Electronic Health Information Technology In DOBI. In Collaboration with HITC develop, implement and oversee the operation of the plan.

3. Contents of Implementation Plan (Section 8 b) MUST: Contain mechanism to support the operation. Be secure, integrated, interoperable. Be statewide. Link (ultimately) with HIT and EHRs in all health care facilities, providers, public and private health care payers. Enhance quality, safety and patient involvement. Achieve clinical and administrative cost reduction.

4. Contents of Implementation Plan (Continued) Must: Contain fraud and abuse prevention and detection measures. Address public health emergency preparedness. Must be accredited as to privacy and security. Designate linkage-access point - PHI.

5. Sec. 5 c- Commission shall considered the following when advising e-HIT Office on the HIT Plan: Education on the value of EHRs and HIT. The means to create the HIT structure. Promote national standards. Strategic investments in HIT. Funding needs. Use existing HIT assets. Use HISPC recommendations, findings and conclusions.

6. Section 5 (c) 3 Continued Issues of ownership, governance, privacy and security of PHI. Deployment of HIT and EHRs to primary care providers. Use of “Open Source” HIT technology.

7. Section 10 The Office for e-HIT in the Department of Banking and Insurance, pursuant to the “Administrative Procedures Act,” shall adopt rules and regulations necessary to effectuate the purposes of this Act.

8. Current Projects 1.Federal Health Information Privacy and Security Collaboration (HISPC) – Extension – 4 th phase. Harmonize NJ Immunization Registry with Philadelphia. Test and match data in NJ/Iowa/South Dakota/Guam immunization exchange. Produce public service announcements and presentations on HIT/EHR.

9. Current Projects 2. Uniform Transfer Form – pilot in North and South Jersey. 3. Continue work with South Jersey – Electronic Medical Record Exchange. 4. Continue work with PA and PAeHI on advancement of multistate exchanges and networks. 5. Assist in acquistion and effective use of Recovery Act Funds.

10. Recovery Act Process Open and transparent. Drafting criteria for planning and implementation projects. Will advertise and invite proposals. Short turn-around period. Will select those projects/planning submissions that fit best into statewide plan.

11. General Criteria Interoperable Scalable – replicable Vendor and format neutral Integrates and assists providers Coordination with other funding projects – Medicaid e-Medic, public health registries, federally qualified health centers, etc.

12. Criteria Enhancing broad and varied participation in nationwide HIE State or local resources available towards a nationwide effort to promote health IT Complementing other federal programs and efforts towards the promotion of health IT Providing technical assistance to develop & disseminate solutions to advance HIE

13. Criteria Promoting effective strategies to adopt and utilize health IT in medically underserved communities Assisting patients in utilizing health IT Encouraging clinicians to work with Health IT Regional Extension Centers Supporting public health agencies’ access to electronic health information Promoting the use of EHRs for quality improvement
