2 Welcome Welcome to the technical review presentation for the Notice of Funding Availability (NOFA) for HUD’s Fiscal Year (FY) 2013 Fair Housing Initiatives program (FHIP). FHIP and WilDon Solutions, LLC developed this presentation in the format that viewers may review the entire presentation of the FHIP NOFA or select subject matter modules specific to your needs. 2

7 HUD General NOFA and FHIP NOFA The HUD General NOFA details the HUD-wide application requirements. The FHIP NOFA details the FHIP-specific application requirements. You need to use both documents to write an application that could be accepted for review. This presentation addresses both, with an emphasis on the FHIP-specific NOFA. 7

8 Purpose of FHIP The Fair Housing Initiatives Program (FHIP) and its regulations at 24 CFR Part 125, support fair housing activities that increase compliance with the Fair Housing Act laws, along with substantially equivalent fair housing laws administered by state and local government agencies under the Fair Housing Assistance Program. 8

10 2013 FHIP Funding – The Initiatives Private Enforcement Initiative (PEI)  Funding for the investigation of housing discrimination complaints and the administrative or judicial enforcement of Federal, state, or local fair housing laws.  PEI recipients conduct intake, investigation, mediation, and litigation of housing discrimination complaints and perform tests of housing, lending, and insurance markets. These activities result in outcomes provided to HUD for determination or appropriate case or other action. 10

11 Private Enforcement Initiative (PEI) PEI Initiative $__ Million Allocated to the PEI Initiative PEI Component (only 1 for FY 2013) Multi-year – receive up to $325,000 *Performance Period - 3 years or 36 months* **2 nd & 3 rd year funding based on appropriations** Eligible Applicants Fair Housing Organizations (FHOs) with at least 1 yr. enforcement related experience in compliant intake, compliant investigations, testing for fair housing violations and enforcement of meritorious claims in the 2 yrs. prior to filing application Or Qualified Fair Housing Organizations (QFHOs) with at least 2 years of enforcement related experience as stated above. 11

12 2013 FHIP Funding – The Initiatives (cont’d) Education and Outreach Initiative (EOI)  Funding to develop, implement, carry out, and coordinate education and outreach programs that inform the public about their rights and responsibilities under Federal, state, and local fair housing laws.  Eligible Applicants are QFHOs or FHOs, public or private for-profit or not-for-profits, other public or private entities that carry out fair housing programs, or Fair Housing Assistance Program (FHAP) agencies 12

13 Education and Outreach (EOI) Initiative $___ Allocated to the EOI Initiative *Performance Period *Performance Period 12 – 18 months* 4 Components under EOI Initiative Regional/ Local/ Community-Based Program EOI Components General – receive up to $125,000 Higher Education – receive up to $100,000 AFFH Training – receive up to $125,000 EOI Nationally-Based Program EOI Component Media - $___ Maximum award - $___ Funds will be awarded to qualified applicant(s) that successfully demonstrate the ability to develop a national interactive educational and advertising media campaign. Applicants must have experience in the field of housing discrimination representing groups of person protected under Title VIII of the Civil Rights Act of 1968. The organization(s) must have at least 5 years of media, public relations, advertising experience, or must partner with an organization with these required experiences. 13

14 2013 FHIP Funding – The Initiatives (cont’d) Fair Housing Organization Initiative (FHOI)  Funding to help establish new fair housing enforcement organizations or build up existing organizations in underserved areas, particularly rural areas or areas with a large influx of immigrants.  The goal of FHOI is to build the capacity in fair housing enforcement activities, including investigating and mediating and litigating housing discrimination complaints, as well as testing housing providers for unlawful discrimination. 14

15 Fair Housing Organizations Initiative (FHOI) Initiative $___ Million Allocated to the FHOI Initiative * *Performance Period 12 –18 months for CDGC and Lending* **Performance period 36 months for ENOC** Three FHOI Components Continued Development General (CDGC) - $325,000 Establishing New Organizations (ENOC)- $___ Lending – award up to $325,000 Eligible Applicants QFHOs, FHOs, other private nonprofit fair housing organizations and nonprofit groups building their capacity to become a viable fair housing organization or organizing their capacity to provide fair housing enforcement. 15

16 Major FY2013 FHIP NOFA Requirements or Modifications 1. Project Abstract – mandatory 1-page summary - Initiative/Component - Requested funding amount - Name of project - Summary of proposed activities and population to be served. (If applicable) 2. Component listed on SF-424, Line 12. 3. All lending components under FY2012 are now consolidated under FHOI. 16

17 Major FY2013 FHIP NOFA Requirements or Modifications 4. PEI-MYFC are not eligible for additional PEI-MYFC until current three-year grant expires. 5. FHOI-ENOC are not eligible to receive additional funding under PEI until they are a FHO/QFHO and eligible for PEI-MYFC. 6. FHOI-ENOC are eligible to apply for EOI or FHOI- CDGC. 7. FHOI-CDGC are not allowed to combine funds with PEI-MYFC or vice versa. 17

18 Major FY2013 FHIP NOFA Requirements or Modifications 8. Successful FHOI-CDGC applicants are only eligible to receive CDGC funding under on FY2013 NOFA. 9. FY2012 EOI-AFFH are not eligible to receive new funds for EOI-AFFH. 10. Factor 1 – PEI/FHOI must identify name, title and day-to-day PM assigned to the project 75% of his/her time. EOI (RLC) must identify the assigned person that will devote 25% of his/her time. EOI - NM must identify the assigned person who will devote 50%. 18
