10 Saskatchewan.ca P3 Delivery The Bypass is being delivered under a “Design, Build, Finance, Maintain, Operate” model –Ownership of all infrastructure is maintained by the province throughout the project –Contract includes rehabilitation Regina Bypass Partners was selected through a competitive process. –5 groups responded to the RFQ; 3 groups were shortlisted asked to submit full proposals. –The lowest bid that met all technical requirements was selected

11 Saskatchewan.ca Advantages Faster –Most overpasses on Highway 1 East open in late 2017 –Remainder of the project complete in 2019 – at least 6 years sooner than through traditional delivery –Traditional delivery could crowd out other investments Better –Significant opportunities to drive innovation in design, construction and operation and maintenance –Annual payments tied to performance Lower Cost –Fixed price contract means all costs – design, construction, operation, maintenance, rehabilitation, financing – are locked in for 34 years –Risk transfer - taxpayers protected from cost overruns and unforeseen inflation –VFM assessment shows $380 million, or 17% savings over traditional delivery

12 Saskatchewan.ca Project Costs Total cost of $1.88 billion includes: –Capital construction and repaving of Highway 1 East, –Utility moves –Operations and maintenance for 34 years –Rehabilitation of all infrastructure prior to handback –Financing Construction costs are in line with estimates (including additional overpasses at Hill Ave. and 9 th Ave. N.) Economic impact is estimated 8,200 jobs during construction phase –5 Saskatchewan-based companies are already engaged in the very early stages of the project and RBP has started developing relationships with First Nations

At completion there will only be 6 at- grade access points on the Bypass’ entire route

14 Saskatchewan.ca Traffic Safety During Phase 1 Immediate safety measures: –Uniform 80 km/h speed limit from Balgoine to Regina –Installation of construction signs including electronic message boards –Clean up sign “clutter” –Better pavement marking Site-specific traffic accommodation plans under development Stakeholder engagement –Public meetings –On-going meetings with municipal officials and other key stakeholders –Similar approach will be taken during Phase 2

15 Saskatchewan.ca About Traffic Signals Traffic signals are not a cure-all. Traffic signals do not necessarily reduce collisions and may result in an overall increase in collisions. The major intersections on Highway 1 East average 2.5 collisions per year, per intersection. –Expected decreases in right angle collisions could be more than offset by an increase in rear-end collisions Hwy 2 at Township Rd 723, Grand Prairie -This intersection is in a highly developed commercial/ light industrial are on the urban fringe north of Grand Prairie. ADT = 16,000 vpd -Since signals were installed in 2008, there has been a 60 per cent increase in collisions, a 600 per cent increase in rear-end collisions, a 50 per cent decrease in right- angle collisions and no reduction in severity
