As a result, application and recertification processing across programs may have been negatively impacted. 3 3 Draft Key Areas for Attention NC FAST System Issues: IBM continues to work with NC FAST Architecture & Infrastructure (A&I) team to identify / suggest system changes: 1) Alignment of the WAS Connection pools on the app servers to fit within the total available database connections (Status: Change was made by NC FAST team 1/28) 2) Increase JVM (Server) sizing by 50% (from 8 GB to 12 GB) (Status: Change was made by NC FAST team 2/4) 3) IBM identification of expired data in database generating unnecessary deferred processes (Status: Changes tested and deployed 1/31) 4) NC FAST to deploy Dynatrace application monitoring tool (Status: - Team has enabled Dynatrace on all Production (50) and Performance (6) servers) - DHHS Purchasing process complete – with DIT 5) IBM working on deployment of additional resources to assist in problem determination with NC FAST (Status: - Websphere support contacted - Cúram Application Level 2 Support (planned remote) - Cúram PD Assistance (Request to be on call in addition to Cúram Level 2 engaged) - IBM has engaged VP level executive support for platform, WebSphere, and Cúram 6) Health Check of Environment (Status: IBM Resource deployed and onsite 2/1 – report has been delivered and is under review) 7) NC FAST – Request tracking / daily reporting of 15 minute window of WAS Connections pools to Apps and DBs (Status:- In place and being monitored and trended) 8) NC FAST – Will provide executive management system availability metrics & weekly performance call scheduled for NC FAST and IBM resources (Status: Status deck for 2/19 to 2/25 completed and being distributed) 9) NC FAST – Work with DIT to establish monitors for key systems metrics (CPU, OS memory, pagespace utilization, OS paging stats, File system space) (Status: Working with DIT to get the monitors established) Draft 3

4 4 Key Areas for Attention USDA FNS Timeliness DCDLs regarding factors impacting county administration of economic services programs and merit based requirements for eligibility determination functions were distributed last week and are attached for reference. USDA Timeliness Requirement: A 95 percent average statewide timeliness rate for completed FNS applications for the 6 month period from January 2016 through June 2016 Timeliness defined as receiving benefits within 7 days of application for expedited applications and within 30 days for normal applications NC FNS policy was updated to require that expedited applications be processed by the 4 th day and normal applications be processed by the 25 th day. This increases the probability that a household will have access to benefits by the 7 th and 30 th day (allowing time for issuance and distribution of new EBT cards, as needed.) Quality Control (QC) Process – as outlined by USDA: Cases pulled in a random QC sample are manually evaluated by QC Performance Management Section based on the availability of benefits by the 7th and 30th day (not the 4th and 25th day.) Results from these samples are considered as the official timeliness measure by the USDA. Current Rates Based on NC’s QC Process (Random Sample): A total of 2 cases were pulled in the QC sample for timeliness for October, 2015. Both were timely. Cumulative QC timeliness for the period of July – October, 2015 is 84.55%. October begins a new year for the calculation of Payment Error Rates. The statewide payment error rate for October was 2.58 %. Only 2 out of 83 cases sampled were in error. The CAPER error rate for October was 39.6 % Weekly Rate Based on NC’s USDA Reports (All Applications): For the week of 02/22 -02/26, the rate is 91.29%. Draft 4

Catawba -- Does not specifically track for same day processing nor do they have an emphasis on same day processing but try to process all applications as fast as they can. Cumberland XX - Durham -- Durham discontinued same day process but have begun discussions on how to restart the process. Forsyth* XX For FNS and MA applications Gaston XX For all programs. Guilford X For FNS Only. Process 96% of applications same day. Johnston X- Universal intake team with specialized processing team (made up of Adult, F&C, and FNS Processors). The intake team gets everything possible from the client when they are here and they try to make contact via telephone, fax, email, etc…while the client is in their office to get third party verifications that are required to process. Processing team makes every attempt to get everything needed same day to process for FNS. Medicaid is more difficult. For January and February 2016, our same day processing average for FNS is 40%. We are able to maintain our percentages with FNS USDA standards because we have specialized team members dedicated to processing those apps. Mecklenburg XX 67% Same Day Processing Rate for FNS Applications. The biggest obstacle is approximately 50% of the pending applications are pending for either wages or an interview. They have also implemented a "best practice" process that workers are required to call the FNS applicant and leave a message, saying this is Mecklenburg DSS and then call back in 5 minutes to hopefully get the client to answer the phone and complete the interview. They said that many applicants don't want to answer the telephone if they don't recognize the number so calling and leaving a message and then calling back in 5 minutes is helping them to expedite the interview. New Hanover XX - Robeson XX Same Day Processing for any application the client provides, FNS and MA. Wake XX If client has all information with them when the applicant walks in, they process applications the same day. The Same Day Processing is postponed when the number of clients waiting to be seen exceeds the amount of time available for all clients to be seen timely that day. Most of the time workers process applications at time of interview. *Records indicated that Forsyth has moved to Same Day Processing for FNS and MA applications. OST unable to confirm with county.

This caused applications from Oct.-Dec. 2014 to accumulate, creating a burden for our counties. The chart represents the rate of client application submissions for better year to year comparisons.  For Year 2 Open Enrollment (2014-2015), NC received applications from HealthCare.gov as they were submitted, which helped create a more steady workload of HealthCare.gov applications. Year 2 included a Special Enrollment Period (SEP) from March 15 to April 30.  Year 3 Open Enrollment began Nov. 1, 2015 and ended January 31, 2016.
