1 DCCA Vocational Training Pilot Project under the Danube Region Strategy of the European Union

2 Vocational training, job creation, competitiveness  Vocational training is not only an education policy (education administration) but an employment-, economic - and social policy issue.  A strategic goal in the region is the establishment of a work based society and development of a harmonised education system. Its basic tool is the development of a harmonised education system; by which significant steps can be taken towards - increasingly the competitiveness of the region.

3  The idea is to implement the German dual vocational training system under a pilot project, through the know-how transfer originating from Germany, in a few countries of the Danube macro region, such as Hungary, Slovakia, Slovenia and Romania. In the event of a successful implementation, it will be possible to fully transpose the system in all other countries of the region too. The idea

4 The Cross-Border Cluster is the first step in the program-targets. In order to realize the project, the participating chambers would like to submit a tender to CE with 8-10 partners from 5 countries (Slovenia, Slovakia, Hungary, Germany, Austria). Vocational Training Cluster

5 This process consists of the following 3 phases: 1.PILOT training program for 12 different, selected professions will be drawn up first in Hungary. At the same time Hungary will prepare Slovakia and Slovenia for the implementation of this system too. 2.If the Project proves successful, it will be multiplied in Slovakia and Slovenia in the 12 vocational qualifications concerned. Besides it will be enlarged to 150 professions on the basis of the Pilot in Hungary. 3.If the Project proves successful also in the above mentioned 2 countries, it will be multiplied in Romania and Serbia and enlarged to more vocational qualifications in Slovakia and Slovenia too. After these steps the main aim is to fully transpose the system in all other countries of the region.

6  To compare the national training catalogues of the participating countries to the German and Austrian training catalogues.  Cross-compliance of competencies in 12 vocational qualifications, compliance with the German competencies.  The German chambers provide training for the Hungarian teachers and examiners in the 12 professions selected.  To establish high-standard, independent assessment centers.  To summarize the experiences gained. The Pilot project

7  Multiplication in Slovakia, Slovenia, Romania and Serbia in the 12 vocational qualifications concerned.  To enlarge the Project to 150 vocational qualifications on the basis of the Pilot, first in Hungary then in Slovakia, Slovenia, Romania and Serbia.  To fully transpose the system in all other countries of the region.  Region-wide acceptance of qualifications and certificates.
