2 ASSISTANCE RESEARCH TRAINING Washington Stormwater Center: The Beginning Who are we? Where did we come from? HB 2222 –RCW 90.48.545: Created a stormwater technical resource center to provide research, development, technology demonstration, technology transfer, education, outreach and training through a variety of tasks such as: Review and evaluate emerging stormwater technologies Research and develop innovative solutions to remove pollutants and reduce stormwater runoff Conduct pilot tests Serve as a clearinghouse and outreach center for information on stormwater technology Assist in development of stormwater control methods Coordinate with federal/state/local agencies/private organizations on stormwater controls Collaborate with existing stormwater outreach programs.

3 Washington Stormwater Center: The Beginning Development efforts included: Department of Ecology City of Puyallup Washington State University, Puyallup University of Washington, Tacoma Center for Urban Waters Association of Washington Business Institute Independent Business Association of Washington Herrera Environmental Consultants Non-profit joint venture between two leading research institutions: WSU and UW First-year funding through Ecology grant; supplemental through grants and initial foundation funding. 4 Our Mission To protect Washington’s waters through improvements in stormwater management, serving as the central resource in Washington for integrated NPDES education, permit technical assistance, stormwater management and new technology research, development, and evaluation Our vision The Washington Stormwater Center will be the preferred one-stop source of stormwater management support systems, knowledge, and resource referrals for all businesses and governmental agencies in Washington State ASSISTANCE RESEARCH TRAINING Initial guiding principles

5 The Initial Process ASSISTANCE RESEARCH TRAINING Advisory Committee and Partners focused on creating a business plan while beginning priority needs of re-opening the TAPE process for stormwater products.

6 Building a Business Plan Survey results created the roadmap for the Center’s work: 1) Coordination and dissemination of technical information with particular emphasis on stormwater permit support 2) Funding Assistance 3) Best Management Practices ( BMP) resources and guidance 4) On-call technical support 5) Education and training 6) Outreach and advocacy ASSISTANCE RESEARCH TRAINING

16 Leverage, Deliver, Build and Never Rest Leverage existing programs and grow them. (LID Research; WSC; TAPE; Permittee assistance and training; WSC Eastern WA branch) Have supporters who will advocate in the legislature and deliver (Based on new regulations and constituent's needs) Build a plan with strong and diverse partnerships on new relevant topics of significance (Jurisdictions: Eastern WA LID Manual; IDDE Manual, LID Maintenance and Cost Manual, Rain Garden Handbook for western WA, and LID Cost Analysis Manuals; NOAA, EPA and USFWS research on LID and salmon; school districts STEM Education and private foundations) ASSISTANCE RESEARCH TRAINING
