Jesus is the Head of His Church Matt. 16:13 When Jesus came into the coasts of Caesarea Philippi, he asked his disciples, saying, Whom do men say that I the Son of man am? 14 And they said, Some say that thou art John the Baptist: some, Elias; and others, Jeremias, or one of the prophets. 15 He saith unto them, But whom say ye that I am? 16 And Simon Peter answered and said, Thou art the Christ, the Son of the living God.

17 And Jesus answered and said unto him, Blessed art thou, Simon Barjona: for flesh and blood hath not revealed it unto thee, but my Father which is in heaven. 18 And I say also unto thee, That thou art Peter, and upon this rock I will build my church; and the gates of hell shall not prevail against it. 19 And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven.

The scope of their authority 1 Peter 5:1-2 (NKJV) 1 The elders (presbuteros), who are among you I exhort, I who am a fellow elder and a witness of the sufferings of Christ, and also a partaker of the glory that will be revealed: 2 Shepherd (poimen), the flock of God which is among you, serving as overseers, (episkopos),

Acts 20:28 Take heed therefore unto yourselves, and to all the flock, over the which the Holy Ghost hath made you overseers, to feed the church of God, which he hath purchased with his own blood. (cf. Acts 20:17) The terms elder, bishop & pastor The scope of their authority

Acts 14:23 And when they had ordained them elders in every church, and had prayed with fasting, they commended them to the Lord, on whom they believed. Titus 1:5 5 For this cause left I thee in Crete, that thou shouldest set in order the things that are wanting, and ordain elders in every city, as I had appointed thee: Elders in Every church Acts 14:23 Elders in every city Titus 1:5

Titus 1:5 (NKJV) For this reason I left you in Crete, that you should set in order the things that are lacking, and appoint elders in every city as I commanded you-- The terms elder, bishop & pastor Those who met the qualifications (1 Tim 3:1-7; Titus 1:5-9)

It is implied here that there were elders in each church; that is, that in each church there was more than one.... Titus 1:5, "I left thee in Crete, that thou shouldest ordain elders in every city." Acts 20:17, "And from Miletus he sent to Ephesus, and called the elders of the church." It could not mean, therefore, that they appointed a single minister or pastor to each church, but they committed the whole affairs of the church to a bench of elders. More than One Elder In each Church! Must have 2 or more in Each church! (Barnes New Testament Notes on Acts 14:23)
