3 2015-2016 Final Allocation Amendments 3 Louisiana Believes 1.What grants require final allocation amendments? LA4 Carl Perkins – supplement and reallocation NCLB Consolidated – Title I, Title II, Title III, Title III Immigrant, REAP, Migrant, Neglected and Delinquent, and Homeless IDEA Consolidated – IDEA Part B and IDEA Preschool 2.What do districts need to do? Create an amendment to budget supplemental funds Submit budgets for approval by March 31, 2016.

4 2015-2016 Grant Close Out Activities 4 Louisiana Believes 1.Which grants have a different timeline or end date that districts should be concerned about? State – EEF, LA4, 8(g), and SGF & MFP High Cost Services Federal – Perkins, 1003(a), and IDEA High Cost Services

5 2015-2016 Grant Close Out Activities 5 Louisiana Believes 2.What are the timelines and end dates? LA4, 8(g), Perkins, and SGF & MFP High Cost Services All funds must be invoiced and/or spent by June 30, 2016 All funds must be claimed from LDOE by July 7, 2016 Any funds not claimed by this date will revert to the originating authority 1003(a) and IDEA High Cost Services All funds must be invoiced or spent by September 30, 2016 All funds must be claimed from LDOE by November 18, 2016 1003(a) funds not claimed by 9/30/16 will revert to USED IDEA High Cost Services funds not claimed by 11/18/16 will be reallocated with final allocations in 2016-2017

6 2015-2016 Grant Close Out Activities 6 Louisiana Believes 3.What do districts do next? Review where you are on expenditures with these grants Submit budget revisions if needed Confirm that all purchases and services are on track to make the necessary invoice and expenditure dates

7 2015-2016 Grant Close Out Activities 7 Louisiana Believes 4.Which grants require a 6/30 PER? Why? EEF – To determine 2015-2016 cash on hand to roll into 2016-2017 applications (Note: 2016-2017 EEF Applications will not open until all 2015-2016 EEF PERs are completed) NCLB Programs – To determine available 2015-2016 funds to roll into 2016-2017 NCLB Consolidated Application IDEA Programs – To determine available 2015-2016 funds to roll in to 2016-2017 IDEA Consolidated Application

8 2015-2016 Grant Close Out Activities 8 Louisiana Believes 5.What are the submission timelines and end dates? EEF – PER can be completed once spending is completed. All PERS should be submitted by July 15, 2016 NCLB Programs – Final claims for 2015-2016 should be submitted by July 15, 2016. PERs should be submitted once final claims are submitted. All PERs should be submitted by July 22, 2016. IDEA Programs – Final claims for 2015-2016 should be submitted by July 15, 2016. PERs should be submitted once final claims are submitted. All PERs should be submitted by July 22, 2016.

9 2016-2017 Preliminary Allocations 9 Louisiana Believes 1.How will districts know how much funds are awarded? BESE approves 2016-2017 allocations in March, April, and June All GANs and applications will be in eGMS for 2016-2017 The Unified Application will go live in eGMS at the end of April

10 2016-2017 Preliminary Allocations 10 Louisiana Believes 2.When can budget work begin? Planning should begin now Budget based on allocations approved at BESE Budget based on 90% of your 2015-2016 federal formula grant final allocations Conduct needs assessments to identify school and district needs – Collaborate with School Staff – Collaborate with Academic Staff – Collaborate with Professional Development Staff

11 2016-2017 Preliminary Allocations 11 Louisiana Believes 3.What needs to happen in eGMS? Review access and security settings Contact Information will need to be reviewed and saved/entered Assurances will need to be accepted Key Planning Decisions need to be completed Applications will need to be created

12 Next Steps: 12 Louisiana Believes 1.Create and submit amendments for final supplemental allocations by March 31st 2.Review expenditures to determine remaining balances and submit revisions if needed on grants that end on June 30, 2016 or September 30, 2016 3.Confirm that all staff that work with closeout activities for grants are on the same page 4.Begin budget planning for next year 5.Confirm who is doing what in eGMS to prepare for all applications to be in eGMS for next year (Note: An application will have to be created to view the approved GAN)
